A RESOLUTION: AWARDING A CONTRACT FOR NORTH KING STREET LEFT
TURN LANE AT IDA LEE DRIVE AND SIDEWALK
IMPROVEMENTS FROM UNION STREET TO OAKCREST MANOR
DRIVE
WHEREAS, the town's Capital Improvements Program (C.I.P.) includes a project for
construction of North King Street Left Tum Lane at Ida Lee Drive and sidewalk improvements
from Union Street to Oakcrest Manor Drive; and
WHEREAS, the left mm lan~ and sidewalk improvements have been in the C.I.P. for
several years; and
WHEREAS, Loudoun County Board of Supervisors approved transfer of Gas Tax funds
for this project on July 21, 1999; and
WHEREAS, sealed bids for the work were solicited by public advertisement and received
on June 25, 1999; and
WHEREAS, two bids were received for this project and the bids were evaluated pursuant
to the bid documents and the town Purchasing Policy; and
WHEREAS, R.L. Rider & Company submitted the lowest bid and has been determined to
be both responsive and responsible; and
WHEREAS, sufficient funds have been appropriated from Loudoun County Gas Tax
funds including 15% contingencies.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:

SECTION I. The acting town manager is authorized and directed to execute, on behalf
of the town, a lump sum contract with R. L. Rider & Company for the contract amount of
$223,810 for North King Street Left Turn Lane at Ida Lee Drive and sidewalk improvements
from Union Street to Oakcrest Manor Drive.
SECTION II. A transfer of gas tax funds from the Sycolin Road Widening Project in the
amount of $65,000 to account #900.9014.700.725 is hereby authorized.
