AWARDING A CONTRACT FOR THE THOMAS BALCH LIBRARY
ADDITION AND RENOVATION PROJECT
WHEREAS, the FY00 Capital Improvement Program and Budget includes the Thomas
Balch Library Addition and Renovation project; and
WHEREAS, the project budget has a current balance of $2,319,690 for the expansion and
renovation of the library and the West Market Street Storm Drainage Improvements projects; and
WHEREAS, the project was advertised for bids on May 26, 1999; and
WHEREAS, the bid package included the West market Storm Drainage Improvement
project, which provides an adequate storm drainage outfall for the library and provides relief of
street flooding on Liberty Street and King Street; and
WHEREAS, on July 7, 1999, the town received six sealed bids for construction of the
project; and
WHEREAS, ZEI, L.C. submitted the lowest bid of $2,25%082; and
WHEREAS, the bids were evaluated in accordance with the requirements of the town
Purchasing Policy, and ZEI, L.C. was determined to be a responsive and responsible bidder, and is
thus eligible to receive award of a contract; and
WHEREAS, the bid provided by ZEI, L.C. includes approximately $1,811,082 for general
building construction and approximately $448,000 for construction of the off-site storm drainage
improvements on West Market Street.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The Acting Town Manager is authorized and directed to execute a contract
with ZEI, L.C. in the amount of $2,259,082 for the Thomas Balch Library Addition and
Renovation and West Market Street Storm Drainage Improvements projects in accordance with the
construction drawings, specifications and bid documents.

SECTION II. The bond funds transferred from the Turner Harwood Outfall project
account and the Fort Evans Road Improvements project account in the total amount of $375,880 are
hereby appropriated to the Thomas Balch Library Addition and Renovation capital project account.
