HomeMy Public PortalAbout2016-10-171 REGULAR COUNCIL MEETING, OCTOBER 17, 2016 CALL TO ORDER The Regular Council Meeting of October 17, 2016, was convened at 6:00 P.M. by President Pro Tempore Rick Mihalevich in the absence of Mayor Carrie Tergin. ROLL CALL The following Council Members were present for the roll call: Present: Branch, Costales Graham, Henry, Hussey, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Henry, seconded by Councilwoman Ward, to adopt the agenda as published. The motion was approved unanimously. MISCELLANEOUS AGENDA ITEMS City Administrator Steve Crowell made a presentation in recognition of Mr. Don Fontana, Wastewater Engineer, as the City of Jefferson’s “Outstanding Employee of the Month” for October. Following Mr. Crowell’s presentation, Mr. Fontana was congratulated by President Pro Tempore Mihalevich and presented a city coin and a gift card. PUBLIC HEARINGS a. Rezoning 0.97 Acres Located in the 1100 Block of Oak Street from RS -4 Single Family Residential to C-O Office Commercial and Endorsing an Associated Comprehensive Plan Amendment A staff presentation was made by Planning and Protective Services Janice McMillan. Following the conclusion of the presentation, President Pro Tempore Mihalevich opened 2 REGULAR COUNCIL MEETING, OCTOBER 17, 2016 the floor for the public to make comments in favor of, or opposition to, the proposed rezoning. No one came forward to speak in favor of, or opposition to, the proposed rezoning. President Pro Tempore Mihalevich declared the evidentiary portion of the public hearing concluded and stated that the Council would now take up the associated pending bill. 2016-59 sponsored by Councilman Graham, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY REZONING 0.97 ACRES OF LAND LOCATED IN THE 1100 BLOCK OF OAK STREET FROM RS-4, SINGLE FAMILY RESIDENTIAL, TO C- O, OFFICE COMMERCIAL, AND ENDORSING AN ASSOCIATED COMPREHENSIVE PLAN AMENDMENT. Bill 2016-59 was read third time by title, placed on final passage , and passed by the following roll-call vote as Ordinance 15577: Aye: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None b. Rezoning 0.25 Acres Addressed as 615 East Capitol Avenue from RA -2 High Density Residential to C-O Office Commercial. The motion was approved unanimously. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Ms. Jayme Abbott, Neighborhood Services Ma nager, made a presentation outlining the 2017 Community Development Action Plan. Following her presentation, she stated that information about the Plan would be made available to the public on the City’s website, at Missouri River Regional Library, the Housing Authority, and City Hall. Comments could be mailed or emailed until October 28 to jcplanning@jeffcitymo.org. The plan is scheduled to be approved by the Council at its November 7 City Council meeting. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF President Pro Tempore Mihalevich made the following announcements: 4 REGULAR COUNCIL MEETING, OCTOBER 17, 2016 1. Welcomed City Counselor Ryan Moehlman who began his position on October 10, and also thanked Mark Comley for serving as Interim City Counselor for the past several weeks during the position vacancy; 2. The Lafayette Interchange ribbon cutting ceremony on Friday, October 21 at 10:30; 3. The Special Olympics Missouri opening ceremony for the Show-Me State Games was held Friday, October 14, at the new Training for Life campus, and was well- attended; 4. Council for Drug Free Youth has announced a video contest called “Drugs Destroy Your Dreams,” with an October 21 deadline to submit a video entry. Staff made announcements about the following or upcoming events: 1. City Administrator Steve Crowell announced that a Council Work Session would be held on Monday, October 24, at 5:30 P.M. to discuss storm water issues. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Lincoln University student liaison Jonathan Jackson was not present to provide an update. A motion was made by Councilman Branch to accept the Substitute Bill 2016 -58 previously distributed; the motion was seconded by Councilwoman Wise, and approved 6 REGULAR COUNCIL MEETING, OCTOBER 17, 2016 unanimously.
