Staff Report: The City of Jefferson Parks, Recreation, and Forestry Department, was awarded a
Recreational Trail Program grant for the construction of a new greenway trailhead on the East Branch of
the City’s greenway system. The use of Federal transportation funding requires the project to be included
in the TIP. The project meets the requirements for inclusion in the TIP.

Presentation: Sidewalk Management System Update – Buster Schrage, GIS Manager, City of
Jefferson GIS Department
Mr. Schrage gave a presentation on the Sidewalk Management System that is being implemented by the
City of Jefferson and can be used throughout the CAMPO planning area. He explained that the Sidewalk
Management System utilizes several data sources to provide a tool for efficient tracking, maintenance,
and construction of sidewalks. He stated that it is anticipated that the tool will be fully functional in
November 2016.

Chairman Hoelscher called the meeting to order at 12:36 p.m. and asked Ms. Stratman to call
roll. A quorum was present with 10 of 13 members or their designee present.

Mr. Hussey moved and Ms. McMillan seconded to adopt the agenda as printed. The motion
passed unanimously.

Mr. Reece moved and Mr. Mehmert seconded to approve the minutes from the Regular Meeting
of September 21, 2016 as printed. The motion passed unanimously.

6. Old Business/Public Hearing
A. Draft Capital Area Pedestrian and Bicycle Plan
Staff Report: In September, the Board voted to open a 25 day public comment period. No
comments have been received as of agenda publication. The Technical Committee has
reviewed the draft plan and is forwarding it to the Board of Directors with a recommendation
to approve and incorporate into the Metropolitan Transportation Plan. A draft of the Capital
Area Pedestrian and Bicycle Plan is available for review at
http://www.jeffersoncitymo.gov/CAMPO/DRAFT_2016_bikepedplan.pdf.
Ms. Williams explained that the 25 day public comment period ends today. She stated that an
open house was held on October 13, 2016. Ms. Williams requested that the Board conclude the 25
day public comment period and adopt the draft plan for incorporation into the 2035 Metropolitan
Transportation Plan. She stated that a Livable Streets Policy will be incorporated into the
Pedestrian and Bicycle Plan. She stated that comments received will be included in the Appendix.
Mr. Hussey left at 12:45 p.m.
Ms. McMillan moved and Mr. Reece seconded to the open the public hearing at 12:47 p.m. With
no comments received, Ms. McMillan moved and Mr. Hess seconded to close the public hearing at
12:48 p.m.
Mr. Schreiber moved and Mr. Reece seconded to adopt the Capital Area Pedestrian and Bicycle
Plan by Resolution RS2016-11. The motion passed unanimously.
7. New Business
A. Transportation Alternatives Program (TAP) Letters of Support
Staff Report: Applications for TAP Grants are to be submitted to the Missouri Department of
Transportation on or before November 1, 2016. As per the CAMPO Bylaws, Article I, Section
6.1, C: Requests for letters of support for competitive funding opportunities, or which will
involve CAMPO in the project prioritization or selection process, shall be forwarded to the
Technical Committee (time permitting) and the Board of Directors for consideration at a
regular or special meeting, with notice as specified by the Bylaws. The Board’s support or
prioritization shall be documented by Resolution. The Executive Director, or his or her
designee, shall provide the adopted Resolution to the applicant, the funding agency, and
others upon request. As part of the application process the following applicants have
requested letters of support.
Mr. Reece moved and Ms. McMillan seconded to adopt a Letter of Support by Resolution
RS2016-12 for the Holts Summit Transportation Alternative Program Grant Application for the
South Summit Drive Sidewalk Connection Project from Perrey Drive to Ellsworth Street. The motion
passed unanimously.
Mr. Mehmert moved and Mr. Schreiber seconded to adopt a Letter of Support by Resolution
RS2016-13 for the City of Jefferson Missouri Boulevard Sidewalk Project from Waverly Street to
Beck Street. The motion passed unanimously.
Mr. Schreiber moved and Mr. Kliethermes seconded to adopt a Letter of Support by Resolution
RS2016-14 for the City of Jefferson Miller Street and other streets Pedestrian and Bikeway
Connection Project between the Wears Creek Greenway and the East Branch Greenway. The
motion passed unanimously.
Mr. Hess moved and Ms. McMillan seconded to adopt a Letter of Support by Resolution RS2016-
15 for the City of St. Martins Business 50 West Complete Streets and Safety Enhancements, Phase
1 from St. Martin School to Verdant Lane. The motion passed unanimously.

SUBJECT: The Harvard Group, LLC: Proposed Mission Drive Extension
• Transportation Improvement Program Amendment
As to date, no proposed TIP Amendments presented to the Technical Committee have failed to
be forwarded to the Board of Directors with a recommendation to approve. In the absence of a
guiding policy regarding whether or not to forward proposed TIP Amendments from the
Technical Committee to the Board of Directors without a recommendation to approve, staff is
providing the Board of Directors the proposed TIP Project Application and activities to date
regarding the project.
Staff will develop a draft policy with the Technical Committee for future consideration by the
Board of Directors.
Project Description.
Mr. Chris Kersten, of The Harvard Group, LLC, proposed 1,400 linear feet extension of Mission
Drive westbound from MO 179. Mission Drive, as it exists today, includes on/off ramps for
northbound and southbound MO 179 with an eastbound roadway to St. Mary’s Medical Center.
Funding for the project is proposed to originate from a Private sources and a Transportation
Development District.
The westward extension of Mission Drive is identified in the Metropolitan Transportation Plan
in Appendix 2, MPA Illustrative Needs List. Projects found here are those which may be given
future consideration in the event that additional future funding sources are subsequently defined to be
reasonably available.
TIP Amendment History.
On September 14, CAMPO staff, representatives from MoDOT, FHWA and the City of Jefferson
met with Mr. Kersten to discuss the process to include a project in the TIP and the fiscal
constraint requirement.
The Harvard Group subsequently submitted a TIP Amendment form for this project to be
addressed at the October 6 Technical Committee Meeting. FHWA expressed concern regarding
the lack of demonstration of fiscal constraint for the project:

“Fiscal Constraint – In the most common form, TIP amendments are received from local
agencies with funding identified/made available for transportation improvements.
These are most often in some form of a municipal budget. At some point in the TIP
development or amendment process MPOs commonly request these budgets from local
agencies as a demonstration of their fiscal capacity. Such is not the case when a private
developer proposes public road improvements. I recommend CAMPO secure some
form of fiscal assurance from the private developer prior to amending any project to the
TIP. The TIP is a programming document, bound by Federal law to be fiscally
constrained.”
Based on the comment from FHWA and staff’s understanding of fiscal constraint as required
under 23 CFR 450.326, the staff recommendation was to continue/table the request to a future
meeting due to insufficient demonstration of fiscal constraint and to allow CAMPO staff to
solicit official review and responses from planning partners, and/or allow for opportunity to
document project funding and timelines. The Technical Committee tabled the request to the
November 3, Technical Committee Meeting.
Prior to the November Technical Committee Meeting, staff requested information from Cole
County Public Works and Jefferson City Public Works regarding their intent to financially
participate in this project at this time. Neither agency currently plans to fund any part of this
project. Staff also communicated to Mr. Kersten the need for documentation of fiscal constraint.
At the November 6, Technical Committee meeting, the TIP Amendment request was revisited
and the attached letter from Hawthorn Bank was provided as supporting documentation for
fiscal constraint. A motion to recommend the project for inclusion into the TIP by Board of
Directors was made and seconded. Discussion focused on the lack of adequate demonstration
of fiscal constraint. The motion failed with 8 Nays and 3 Abstentions.

Background.
Mr. Chris Kersten, of The Harvard Group, LLC, has submitted (1) a CAMPO TIP amendment application
and (2) MoDOT Functional Classification request form, regarding a proposed extension of Mission Drive
westbound from MO 179. Mission Drive, as it exists today, includes on/off ramps for northbound and
southbound MO 179 with an eastbound roadway to St. Mary’s Medical Center.
The Harvard Group, LLC, is proposes a development west of MO 179, with approximately 1,400 linear
feet of Mission Drive to be constructed as a part of the development. Funding for the project is proposed
to originate from a Transportation Development District. According to the Missouri Department of
Transportation Functional Classification Request Form, included in the packet, road construction “should
begin on or about March of 2018.”
Alex Rotenberry, Transportation Planner, confirmed the westward extension of Mission Drive is
identified in the Metropolitan Transportation Plan in Appendix 2, MPA Illustrative Needs List. Projects
found here are those which may be given future consideration in the event that additional future funding
sources are subsequently defined to be reasonably available.
Staff communicated the process for the TIP amendment and the revision to the functional classification to
the applicant (see attached email from Sonny Sanders). Also attached for review are the TIP Project
Application, the Missouri Department of Transportation Functional Classification Request Form, and all
exhibits submitted by the applicant.
Staff Recommendation. Continue/table the request to a future meeting of the Technical Committee.
Insufficient information has been provided at this time, including demonstration of fiscal constraint. A
motion to TABLE the request to a future meeting would allow CAMPO staff to solicit official review and
responses from planning partners, and/or allow for opportunity to document project funding and
timelines.
Should information be provided that refutes or confirms the above, the Technical Committee may
consider other options:
• Approve the request (and forward the request to the Board of Directors), or
• Disapprove the request.

Here are my notes regarding the process/task:
Steve/Sherry are going to review the process, FC mileage and percents.
Sonny is going to provide Chris Kersten the TIP project form and instructions (attached) for submitting a
TIP amendment.
Sonny will assist Chris with the form as needed.
Chris will provide the form to Sonny for inclusion in October Technical Committee meeting by
September 28 (a few days before is much preferred, I have to include a staff memo).
The TIP amendment will be reviewed by MoDOT before the Technical Committee meeting. (Chris I
would try and get the amendment in ASAP to me for my comments/assistance and then to also get it to
MoDOT ASAP also for their preliminary review. I don’t know how long that would take, but would
want their review before the amendment is presented to the Technical Committee.
The TIP Amendment will be reviewed by staff and included in the agenda for the October 6 Technical
Committee Meeting. Chris, please plan on attending as the project sponsor.
If the Technical Committee recommends the project for inclusion in the TIP to the Board of Directors, a
public comment period will commence.
The TIP amendment will be on the October 18 Board of Directors Meeting agenda.
If approved, it will be submitted to MoDOT, which will get the Governor’s approval and then approved
by FHWA.

“The Capital Area Metropolitan Planning Organization is seeking qualifications for scenario
planning to create a vision for CAMPO’s Metropolitan transportation and local planning
documents. Consulting responsibilities may include but are not limited to the following:
• CommunityVIZ on site 3 day complete training for CAMPO staff.
• Scenario Planning facilitation, consulting and project support.
• Travel demand modeling supporting scenario planning.
• List of recommended improvements and new projects, which may include conceptual
drawings of lane configuration, lane widths, signalization, intersection configuration
and other recommended improvements.
The project may include other consulting services as may be necessary to support and
supplement these activities.”

SUBJECT: Prioritize CAMPO area Transportation Alternative Program Grant Applications
The Transportation Alternatives Program (TAP) program provides funding for pedestrian and
bicycle infrastructure projects.
Each MoDOT district has formed a team to select projects for the TAP funds. The Central District
Transportation Alternatives Team consists of one representative from each of the five planning
organizations within the district: CAMPO, Columbia Area Transportation Study Organization, Mid-
Missouri Regional Planning Commission, Lake of the Ozarks Council of Local Governments and
Meramec Regional Planning Commission.
Each planning organization prioritizes all applications within its planning organization boundary.
The reason this is done is to show the Team where the priority is within a planning organization in
case a tie between projects is established. The CAMPO Board of Directors will be prioritizing the
grant applications inside the CAMPO planning area.
In this packet is a voting tabulation sheet for the TAP grant programs. Projects are to be ranked
numerically, with 1 being the highest priority. There were four project applications from within the
CAMPO region:
• Holts Summit - South Summit School Sidewalk Project
• City of Jefferson - Miller Street Bikeway Connecting the Wears Creek and East Branch
Greenways
• City of Jefferson - Missouri Boulevard Sidewalks, Waverly Street to Beck Street
• City of St. Martins - St. Martins Business 50 West Complete Streets and Safety
Enhancements - Phase 1.
You may wish to review each project application in detail, but we will be inviting the project
sponsors to provide a short presentation on each of their respective TAP projects.

Holts Summit South Summit School Sidewalk Connection
The City of Holts Summit, MO, is proposing to construct the fourth planned section of sidewalk
to provide connectivity of North Elementary School to a dense residential area just south of the
school. This project will extend services to the collector streets of approximately 200 residential
homes that are within 1/2 mile of the school. In the two-mile radius around the school, no bus
service is available, and many families in the area aren’t able to drive the students to school.
This translates into a high volume of pedestrian activity, and the current system presents a
hostile environment for these users. The students are now forced to walk/ride bicycles on the
shoulder of South Summit between an open ditch and vehicular traffic.
As an added benefit to the community, not only will the school children be connected directly to
the elementary school, but other residents will be connected via ADA accessible sidewalks to
city amenities including the Post Office, School, City park, Community Trail, City Baseball
Fields, Community Center, City Hall, Commercial Business district and grocery store that is not
currently available to them. Until 2010, none of this would have been possible without the use
of MoDOT grant assistance. This project will provide direct connectivity to the amenities listed
by passing through two SRTS grant projects, two TE projects, two RTP grants, and a TAP project
that was recently completed. This level of successful grant project shows a commitment from
the community and elected officials to provide a safe pedestrian corridor for students and
residents alike.
The project is part of the City’s 2014 Bicycle, Pedestrian, and Transit Plan and would run on the
east side of S. Summit from Perrey Drive on the north, to Ellsworth Drive on the south. The
sidewalk will be 5’ wide, ADA compliant, and constructed of concrete. Also included is a
pedestrian crossing at Ellsworth to allow safer crossing of Summit Drive for those wishing to
navigate between the subdivision’s sidewalk system and the new sidewalk. In order to
maximize grant dollars, without overextending itself, the city will bid the sidewalk as a base
project with add alternates – one extending the sidewalk to Ellsworth and the second one to E.
Hillcrest Ave. These are shown on the project exhibits.
This project will enhance and increase the level of pedestrian and vehicular safety for Holts
Summit that would not be possible without grant assistance.

Miller Street Bikeway Connecting the Wears Creek and East Branch Greenways
The project includes a number of pedestrian and bicycle infrastructure improvements
connecting the Wears Creek Greenway trailhead at Dunklin Street to the trailhead of the East
Branch Greenway at Marshall Street. These improvements include the construction of additional
sections of 10 foot wide greenway trails, sidewalks, bike lane striping and signs, and wayfinding
signage along the proposed route.
This project will connect the seven mile long Wears Creek Greenway with the two mile long
East Branch trail with a combination of sidewalks, trails and on street bike facilities. When
connected, the project will create a ten mile connection from the south central portion of the City
to its westernmost subdivision. Along its path the corridor connects residential areas to the
heavily commercialized regions along Missouri Boulevard as well as depositing people at the
doorstep of the City’s downtown core. Additionally this connection will provide a route for
those from the East Branch Trail to reach the Katy Trail State Park though on street bike facilities
that were completed this summer which will be enhanced by a wayfinding signage project that
is underway and will be completed this fall.
With the exception of a wayfinding sign adjacent to the Dunklin Street Trailhead the project will
start at the intersection of Dunklin and Mulberry Streets one block from the Wears Creek
Greenway and the end of the bike lanes that were installed this summer. The project will begin
with the installation of share the lane markings on Mulberry Street in addition to the
construction of a sidewalk along the eastern side of the 600 block where sidewalk currently does
not exist. Wayfinding signage would then direct people onto West Elm Street which would also
be treated with share the lane markings. Upon reaching Broadway Street direction will be given
across Highway 50 through an improved pedestrian crossing. At the northern end of the
crossing a ten foot wide greenway trail is proposed and will bend and skirt along the outer edge
of the an existing parking lot for a distance of 500 feet. The project would look to add trees and
other landscaping to provide shade and separation from the parking lot and highway. The path
would then return to the road with the installation of enhanced shared lane markings through
the 100, 200, and 300 blocks of Miller Street. Again wayfinding signage would be used to direct
people along the corridor as well as indicate points of interest within the downtown area.
Signage would then be used to route people onto Adams Street, E. Handley Way and Jackson
Street all of which would receive pavement markings. Upon reaching the 500 block of East
McCarty Street a 10 foot wide trail would be constructed which will connect to the existing trail
at Marshall Street, whereby avoiding the need for users to interact with the higher traffic
volumes on McCarty Street.
This project arises from the work that was done in the Jefferson City 2007 Greenway Master
Plan and the newly approved CAMPO bicycle and pedestrian plan. Further support for this
connection can be gleaned from user data collect by cycling apps such as Strava which indicate
that this corridor is already being used by cyclists as a connection between these two existing
trails. Pedestrian/cycling counters on the Wears Creek Greenway indicate a monthly average of
5,000 to 9,000 individuals using the trail.

Missouri Boulevard Sidewalks, Waverly Street to Beck Street
The project includes a number of pedestrian and bicycle infrastructure improvements connecting
the Wears Creek Greenway trailhead at Dunklin Street to the trailhead of the East Branch
Greenway at Marshall Street. These improvements include the construction of additional sections
of 10 foot wide greenway trails, sidewalks, bike lane striping and signs, and wayfinding signage
along the proposed route.
This project will connect the seven mile long Wears Creek Greenway with the two mile long
East Branch trail with a combination of sidewalks, trails and on street bike facilities. When
connected, the project will create a ten mile connection from the south central portion of the City

St. Martins Business 50 West Complete Streets & Safety Enhancements - Phase 1
The City of St. Martins requests $400,000 TAP funding for the construction of improvements to
Bus. 50 from Verdant Ln to St. Martins School. St. Martins, in partnership with Cole County, will
provide up to $200,000 in local funding, for a total project construction budget of $600,000. St.
Martins will pay for all preliminary design for the project with local funding.
Bus 50 serves an area that includes a school (enrollment 219), church, 12-unit low-income
housing complex, 20-unit senior housing complex, convenience store, restaurant, the Missouri
Corrections Officers Assn. Regional office, VFW hall, 2-four-plex apartment buildings, & 22
single-family homes.
Bus. 50 improvements will consist of the implementation of solutions identified in the
completed 2014 Bus. 50 TEAP study (attachment J); including curb & gutter and a 5’ wide, 4"
thick sidewalk on one side of Bus. 50 for a total of 2,620 feet. Safety improvements include
pedestrian safety crossings, one in front of St. Martin School and one in front of the Senior
Housing Complex providing safe access to the new pedestrian system.
Bus. 50 is currently a two-lane roadway with no shoulder serving approximately 2,700 cars
daily. This creates a hazardous mix of students, pedestrians, bicyclists, persons walking/running
for fitness, & vehicular traffic traveling speeds ranging from 20-35+mph. This unsafe condition is
evidenced by a car vs bicycle crash which occurred in April of 2015. Thankfully, there were no
life threatening injuries to the bicyclist this time.
The goals of this project are to improve the safety of the many who already walk, bike or roll on
the unimproved area along Bus. 50, & to encourage more people to improve their health and
mobility by providing a safe place to walk in the heart of St. Martins.
In 2015, St. Martins completed the first phase of a 2-phase Bike-Ped plan to connect St. Martins
with the Cole County/Jefferson City greenway system. Phase 1 added a trailhead trail at
Niekamp Park. This included a 1,750 foot by six-foot wide, concrete ADA-compliant trail with
multiple rest areas, a drinking fountain and handicap-accessible restrooms. This $126,503
Federal Recreational Trails Program project was completed on-time, under-budget, and is now
receiving heavy use by the citizens of St. Martins & Cole County.
Phase 2 of the St. Martins Bike-Ped plan is to connect St. Martin school with Binder Park,
Pioneer Trail school, and Apache Flats via a sidewalk or greenway system. Phase 2 will be
partially implemented with the completion of this proposed project. Another section of phase 2,
which includes a sidewalk/greenway system from the St. Martins city limits to the recently
completed Apache Flats project is being completed by Cole County and is scheduled for
completion in 2019. When Phase 2 is fully implemented, St. Martins will be connected with the
larger Cole County/Jefferson City greenway system. Please see appendix A for a map of this
proposed section, as well as the County-wide Greenway System.
St. Martins has been actively involved in the creation of CAMPO's Capital Area Pedestrian &
Bicycle Plan 2016. The goal of this plan is to "improve safety, connectivity and mobility for
pedestrian and bicycle users in the Capital Area Metropolitan Planning Organization planning
area". The improvements funded with this $400,000 of TAP Funds will help fulfill the goal of
CAMPO's 2016 bike-ped plan. Please see appendix I for a link to this plan.
