RE-ALLOCATING 1996 AND 1999 BOND ISSUE FUNDS FOR THE
WEST MARKET STREET STORM DRAINAGE IMPROVEMENTS
PROJECT TO BE CONSTRUCTED UNDER THE CONTRACT FOR
THE THOMAS BALCH LIBRARY ADDITION AND RENOVATION
PROJECT
WHEREAS, construction bids were received on July 7, 1999 for the Thomas Balch Library
Addition and Renovation Project; and
WHEREAS, construction drawings for the West Market Storm Drainage Improvements
Project were included with the bid documents for the Balch Library project; and
WHEREAS, the low bid of $2,259,082 included $448,000 for the West Market Storm
Drainage portion of the bid package; and
WHEREAS, to fully fund the storm drainage improvements an appropriation of $375,880 is
necessary; and
WHEREAS, storm drainage capital project funds from the 1996 Bond Issue in the amount
of $237,531, which were allocated to the Tumer Harwood Outfall Project, will not be needed for
construction until FY2001; and
WHEREAS, storm drainage capital project funds from the 1999 Bond Issue in the amount
of $500,000, which were allocated to the Fort Evans Road Improvements Project will not be
needed for construction until FY2001; and
WHEREAS, storm drainage capital project funds from the above listed capital projects can
be transferred to fully fund the West Market Street Storm Drainage Improvements and can be
replaced with funds from the planned 2000 Bond Issue.

CONSTRUCTED UNDER THE CONTRACT FOR THE THOMAS BALCH LIBRARY
ADDITION AND RENOVATION PROJECT
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. A transfer of $237,531 of 1996 Bond Issue funds from the Turner Harwood
Outfall project account to the Thomas Balch Library Capital Project account is hereby authorized.
SECTION II. A transfer of $138,349 of 1999 Bond Issue Funds from the Fort Evans Road
Improvements Project account to the Thomas Balch Library Capital Project account is hereby
authorized.
