A RESOLUTION:
PRESENTED September 14, 1999

AUTHORIZING PURCHASE OF VEHICLE FOR UTILITY LINES DIVISION
WHEREAS, the adopted FY2000 budget included appropriations for purchase of one pick-up truck
for the Utility Lines Division; and
WHEREAS, a bid request and specifications were prepared and duly advertised, pursuant to state
and local procurement laws; and
WHEREAS, Jerry's Ford of Leesburg, Virginia was the lowest responsive and responsible bidder
in the amount of $15,506.45 for this truck.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
The acting town manager is hereby directed to issue a purchase order in the amount of $15,506.45
to Jerry's Ford for the purchase of this 2000 model year pick-up truck per published specifications.

AUTHORIZING THE TOWN OF LEESBURG'S PARTICIPATION IN
THE INTERNATIONAL CITY MANAGER'S ASSOCIATION
RETIREMENT CORPORATION SECTION 401(a) MONEY
PURCHASE RETIREMENT PLAN
WHEREAS, the Town of Leesburg has employees rendering valuable services; and
WHEREAS, the establishment of a money purchase retirement plan benefits employees
by providing funds for retirement and funds for their beneficiaries in the event of death; and
WHEREAS, the Town of Leesburg desires that its money purchase retirement plan be
administered by the ICMA Retirement Corporation and that the funds held in such plan be
invested in the ICMA Retirement Trust, a trust established by public employers for the collective
investment of funds held under their retirement and deferred compensation plans.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The Town of Leesburg hereby establishes or has established a money
purchase retirement plan (The Plan) in the form of:
The ICMA Retirement Corporation Governmental Money Purchase and Trust, pursuant
to the specific provisions of the Adoption Agreement.
The Plan shall be maintained for the exclusive benefit of eligible employees and their
beneficiaries.

SECTION II. The Town of Leesburg hereby executes the Declaration of Trust of the ICMA
Retirement Trust, and attachment thereto, intending this execution to be operative with respect to
any retirement or deferred compensation plan subsequently established by the Town of Leesburg,
if the assets of the plan are to be invested in the ICMA Retirement Trust.
SECTION III. The Town of Leesburg hereby agrees to serve as trustee under the Plan
and to invest funds held under the Plan in the ICMA Retirement Trust.
SECTION IV. The Director of Finance shall be the coordinator for the Plan; shall
receive reports, notices, etc., from the ICMA Retirement Corporation or the ICMA Retirement
Trust; shall cast, on behalf of the Town of Leesburg, any required votes under the ICMA
Retirement Trust; may delegate any administrative duties relating to the Plan to appropriate
departments.
The Town of Leesburg authorizes the Director of Finance to execute all necessary
agreements with the ICMA Retirement Corporation incidental to the administration of the Plan.
