Members Present:Augusta McKusick(Board of Health);Ann Hodgkinson(Board of Water Commissioners);John Hinckley(Board of Selectmen);Walter Bennett(Finance Committee);George Meservey(Planning Director). Also Present: Michael Giggey (Wright-Pierce);Heather Merriman(Wright-Pierce)and John Hodgkinson,Robert Donath, Carolyn Kennedy and Peter Decks(Citizen's Advisory Committee). Late arrival: Sims McGrath(Planning Board). Absent: Judith Bruce(Conservation Commission). FINANCE COMMITTEE REPRESENTATIVE McKusick welcomed Walter Bennett as the Finance Committee Representative to the Wastewater Management Steering Committee. ANNOUNCEMENTS: ® McKusick announced a meeting on April 4, 2008 with UMASS officials on the Massachusetts Estuaries Project data issues. COMMITTEE REPORTS: Board of Selectmen -Hinckley described Board of Selectmen discussions on pre-design engineering financing. Meservey will work with the Town Administrator on the justification of funding for FY'09. Board of Water Commissioners—Hodgkinson reported that the Board of Water Commissioners will hold a seminar on the need for an increase in the Town's water rates. Citizen's Advisory Committee—John Hodgkinson reported that the Citizen's Advisory Committee is working on early task assignments of a wastewater education plan in anticipation of public workshops and other materials for the town meeting, and will be meeting more frequently. Wastewater Management Steering Committee Minutes—April 3, 2008 Page 1 of 3 WRIGHT-PIERCE Michael Giggey and Heather Merriman(Wright-Pierce)gave the following list of progress on the Comprehensive Wastewater Management Plan: 1. Update on regionalization study 2. Recharge issues. 3. Track trip at Tri-Town Plant 4. Modeling of groundwater flow. 5. Massachusetts Estuaries Project Status 6. Sewer service areas and phasing 7. Schedule Giggey said they are working on the loading database for the regionalization study,and the next step is to meeting with representatives from other towns to review data. Giggey discussed the disposition of treated wastewater from groundwater basins. The conclusion is that recharge will not be a problem for any of the three plans. TRI-TOWN TRUCK TRIPS The committee discussed truck trips to the Tri-Town associated with each of the three plans. The final analysis is that the number of truck trips to the Tri-Town should be reduced for any plan, including plan 3 because efficiency of septage hauling increases with full trucks. EFFLUENT DISPOSAL Giggey reported on the modeling of effluent impact on groundwater basins and noted that soil permeability is good at the Tri-Town Plant, MODELING OF POTENTIAL DISCHARGES AT SITE 241 Giggey discussed the following letter with the Wastewater Management Steering Committee: ® Wright-Pierce letter entitled,"Orleans Comprehensive Wastewater Management Plan: Modeling of Potential Discharges at Site 241",dated April 2, 2008 The committee noted that the above-mentioned letter shows that Plan 2 would not result in any treated effluent making its way to Rock Harbor,and in no instance would disposal at the Tri-Town site end up going to Town Cove. Giggey stated that overall the modeling results are very good news in terms of pursuing Plan 2. The modeling of effluent plume was discussed. Wright-Pierce is studying the issue to determine if there are any potential water problems down gradient. Wastewater Management Steering Committee Minutes—April 3, 2008 Page 2 of 3 MASSACHUSETTS ESTUARIES PROJECT UPDATE Meservey reported that UMASS will not schedule public meetings on the Cape Cod Bay reports until the Town has met with UMASS regarding the contract issues. SEWER SERVICE AREAS Heather Merriman(Wright-Pierce) described the basis upon which decisions were made on sewer service areas for the three plans. Merriman is compiling statistics on the service areas. Wright-Pierce is also developing phasing for the three plans. The next meeting will show phasing for three plans. The committee discussed phasing of construction based on a"straw dog"developed by Wright-Pierce dated April 2, 2008. PUBLIC WORKSHOPS There was no consensus from the committee on the level of detail to be provided on phasing in the summer public workshops. CAPE COD WATER PROTECTION COLLABORATIVE McKusick reminded the committee members about the Cape Cod Water Protection Collaborative meeting to be held at the Orleans Town Hall on April 9,2008 at 10:00 a.m. FUNDING FOR PRE-DESIGN ENGINEERING There was a consensus of the Wastewater Management Steering Committee that Meservey work with Michael Giggey at Wright-Pierce on the justifications for$150,000 pre-design engineering in FY '09.
