Pledge of Allegiance II. Call to Order; Roll Call Mayor William Dory called the meeting to order at 3:35 PM; upon roll by Clerk Treasurer Lynda Dunbar the following were present William Dory, Craig Tuggle and Trudy Selvia. III. Special Request a. Sewage Leak Adjustment- Landon Patterson - $649.34- Motion by Craig Tuggle to approve the sewage leak adjustment in the amount of $649.34 second Trudy Selvia, 3-0, motion carried. IV. Approval of Minutes a. Regular Session — October 16, 2019 Motion by Trudy Selvia to approve October 16, 2019 regular session minutes as presented, second by Craig Tuggle, 3-0, motion carried. V. Approval of Claims a. Water-Motion by Craig Tuggle to accept the Water Claims of $141,754.80, second Trudy Selvia, 3-0, motion carried b. Wastewater-Motion by Craig Tuggle to accept the Wastewater Claims of $167,277.95, second Trudy Selvia, 3-0, motion carried. VI. Department Reports a. Fire Department — John Burgess b. Planner— Scott Zimmerman c. Police Department — Tom Sutherlin d. Department of Public Works — Brad Phillips e. Water & Wastewater Department — Oscar King f. City Attorney - Laurie Robertson Hardwick g. Park and Recreation — Rod Weinschenk VII. Old Business a. Whispering Winds- Acceptance of Improvements Phase 1- Motion by Trudy Selvia to recommend to the Greencastle Common Council the acceptance of improvements of Phase 1 of Whispering Winds housing addition, second by Craig Tuggle, 3-0, motion carried. b. Whispering Winds- Request to Waive Tap Fees- Motion by Trudy Selvia to deny the request because the BOW does not have the authority to do so, second by Craig Tuggle, 3-0, motion carried. VII. New Business a. Indianapolis Road- Pay Application - Motion by Trudy Selvia to approve Pay App 7 in the amount of $253,768.41, second by Craig Tuggle, 3-0, motion carried. b. 2019 Street Repaving- Pay Application- Motion by Trudy Selvia to accept the pay app in the amount of $506,208.77, second by Craig Tuggle, 3-0, motion carried. c. Phosphorus Removal at the WWTP- No action taken. d. INDOT Water Line Agreement — Appropriation of $248,235.85- Motion by Trudy Selvia to set aside in the Water Reserve Fund $248,235.85 as the matching monies for the INDOT Water Line Replacement Project, second by Craig Tuggle, 3-0, motion carried. e. Aquatic Center Bath House Change Order- No Action Taken f. Change Order for Locust Street Sewer Project- Motion by Trudy Selvia to allow Mayor Dory to negotiate with Spikers Excavating the Change Order request of $72,978.20, second by Craig Tuggle, motion carried.
