Greencastle City Hall Starting at 6:30 p.m. the Sustainability Commission Awards were given to the following: Erin Basinger and DNR, Putnam County Community Garden, PC Rip and Young Environmentalist Mayra Leon Coss Pledge of Allegiance II. Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie Langdon, Steve Fields, Tyler Wade, Gary Lemon, and Dave Murray. Mark Hammer absent. III. Public Petitions and Comments - None Special Requests- None V. Department Reports: a. Cemetery — Ernie Phillips b. Engineer — c. Fire Department — John Burgess d. Park and Recreation — Rod Weinschenk e. Planner— Scott Zimmerman f. Police Department — Tom Sutherlin g. Department of Public Works — Brad Phillips h. Water & Wastewater Department — Oscar King, Jr. i. City Attorney - Laurie Robertson Hardwick VI. Reports A. Mayor's Report- Mayor updated the council on the following items: • Reminded everyone about the Monon Bell game being at DePauw this year. • Locust Street should be open soon • College Street is reopened and Olive Street is partially open. • Meeting with ICE Miller to work on YMCA contract. • City received an AA- bond rating from S&P. • Remodeling of pool bathhouse will be starting soon • INDOT will fund 90 percent of the waterline work on Jackson and Washington Street. B. Clerk-Treasurer's Report- Clerk-Treasurer updated the council on the following items: • Beginning to work on year-end items and will have a couple of resolutions for the council next month. C. Councilors' Report- Adam Cohen welcomed the newly elected Common Council members. He wanted to thank Laurie Hardwick for all her work, and recognize that she is truly an asset to the City. Adam also thanked Gary Lemon for his service, he will be truly missed. Stacie Langdon recommended to the new council members to participate in the AIM training and she thanked Gary Lemon for his time on the council, he will be missed. Steve Fields thanked the DPW for their snow and leaf removal efforts. Steve also thanked Gary Lemon. Tyler Wade stated it was good to be back, and highlighted the teachers rally and the need for better education funding. He also commented about Gary Lemon being an awesome council member, and it was a pleasure serving with him. Dave Murray was sorry to lose Gary Lemon and thanked him for his service. VII. Approval of Minutes A. Regular Session- October 10, 2019 Motion by Adam Cohen to approve the October 10, 2019 minutes as presented, second by Steve Fields, 5-0, motion carried. Tyler Wade abstained. VIII. Approval of City Claims A. Motion by Dave Murray to approve claims as presented, second by Gary Lemon, 6-0, motion carried. Stacie Langdon abstained because of Putnam County Comprehensive Services claim. IX. Old Business- None X. New Business A. Discussion of Salary Study Motion by Steve Fields to engage with New Focus HR, LLC on a compressive salary study, second by Stacie Langdon, 4-1-1 , motion carried. Tyler Wade voted no and Gary Lemon abstained. Motion by Adam Cohen to study 6-7 Cities and not to exceed $29,000, second by Steve Fields, 4-1-1 , motion carried. Tyler Wade voted no and Gary Lemon abstained. Xl. Adjournment Motion by Gary Lemon to dismiss at 8:15 PM, second by Tyler Wade, 6-0, motion carried. f i 1 William A.
