Regular Meeting
Minutes
December 18, 2019 4:30 P.M. Greencastle City Hall
I. Pledge of Allegiance
II. Call to Order; Roll Call
Mayor William Dory called the meeting to order at 4:30 PM; upon roll by Clerk
Treasurer Lynda Dunbar the following were present William Dory, Craig Tuggle
and Trudy Selvia.
III. Special Request
a. Sewage Leak Adjustment- Ashley Karish - $661.53- Motion by Trudy Selvia
to approve the sewage leak adjustment in the amount of $661.53, second
Craig Tuggle, 3-0, motion carried.
IV. Approval of Minutes
a. Regular Session — November 20, 2019
Motion by Trudy Selvia to approve November 20, 2019 regular session
minutes as presented, second by Craig Tuggle, 3-0, motion carried.
V. Approval of Claims
a. Water-Motion by Craig Tuggle to accept the Water Claims of $70,312.47,
second Trudy Selvia, 3-0, motion carried
b. Wastewater-Motion by Trudy Selvia to accept the Wastewater Claims of
$345,041.65, second Craig Tuggle, 3-0, motion carried.
VI. Department Reports
a. Fire Department — John Burgess
b. Planner — Scott Zimmerman
c. Police Department — Tom Sutherlin
d. Department of Public Works — Brad Phillips
e. Water & Wastewater Department — Oscar King
f. City Attorney - Laurie Robertson Hardwick
g. Park and Recreation — Rod Weinschenk
VII. Old Business
a. Phosphorus Removal Proposal Including Improvements at the WWTP-
Motion by Craig Tuggle to accept the proposal from Curry and Associates to
do the design work for the phosphorus removal at the WWTP with a not to
exceed amount of $37,000, second by Trudy Selvia, 3-0, motion carried.
VII. New Business
a. Hiring a New Firefighter- Motion by Trudy Selvia to hire Jacob Armstrong
pending the approval of his PERF physical, second by Craig Tuggle, 3-0,
motion carried.
b. Indianapolis Road- Pay Application - Motion by Trudy Selvia to approve
Pay App in the amount of $41 ,300.45, second by Craig Tuggle, 3-0, motion
carried.
c. 2019 Street Repaving —Wabash Valley Pay Application-Release of
Retainage- No Action Taken
d. Request for Additional Inspection Fees for Peoples Pathway- Motion by
Craig Tuggle to approve the additional inspection fees of $28,897.38, second
by Trudy Selvia, 3-0, motion carried. Motion by Trudy Selvia that any
liquidated damages received back will be return to the Redevelopment
Commission.
e. Resolution for Purchase of ROW along Zinc Mill Road- No Action Taken
VIII. Adjournment
Motion by Trudy Selvia to dismiss at 5:02 p.m. second Craig Tuggle, 3-0,
motion carried.
