Leesburg Economic Development Commission Issues
Statement of Support for Infill Development Projects
Leesburg, VA (March 1, 2012) – The Leesburg Economic Development Commission (LEDC)
supports in concept infill development in the downtown, such as the proposed Courthouse
Square project. The Leesburg Planning Commission will hold a public hearing on the
Courthouse Square project, located at northwest corner of Loudoun and Church Streets, on
Thursday, March 1, 2012.
The LEDC’s mission is to fortify the economic vitality and stability of the Town of Leesburg by
attracting, retaining and growing quality businesses that will result in an increased and
diversified commercial tax base. In pursuit of that mission, the LEDC has encouraged a number
of efforts by both the public and private sectors to create a vibrant downtown. In 2011, the
LEDC supported the Leesburg Town Council’s action to amend the Town’s Zoning Ordinance to
allow increased building heights in certain locations of the downtown. This increase in building
heights will provide opportunities for infill development with the larger floor plates needed to
attract desired office users to the downtown.
“The Courthouse Square project represents exactly the type of infill development envisioned by
proponents of the Zoning Ordinance amendment,” commented Scott Gustavson, Chair of the
LEDC. “This one project is not huge – it would increase office space in downtown by a little
more than 10% - but it has the potential to be a catalyst for increased daytime and evening
activities that are needed to create the vibrant downtown we all want.”
As proposed, Courthouse Square includes 114,000 square feet of combined office, retail and
restaurant space and 345 parking spaces that will be open to the public on evenings and
weekends.
