HomeMy Public PortalAbout1999_09_28_r304 Commenting on the Children's Center Road Connection to Rt. 7 Limited Access PlanTown of Leesburg, Virginia PRESENTED September 28, 1999 RESOLUTION NO. 99-30z~ ADOPTED September 28, 1999 A RESOLUTION: COMMENTING ON THE CHILDREN'S CENTER ROAD CONNECTION RELATED TO THE ROUTE 7 LIMITED ACCESS PLAN WHEREAS, significant new residential development activity in western Loudoun County will generate additional vehicular traffic that may compromise the planned level of service of Route 7 and other local roads; and WHEREAS the County has identified a need to design and implement a limited access plan for Route 7 west of the Town of Leesburg in order to preserve the intended limited access function and trip capacity of that roadway; and WHEREAS on July 13, 1999 and September 14, 1999 the Loudoun County Transportation Division staff presented Alternative 2 of the Route 7 Limited Access Implementation Plan to the Board of Supervisors' Transportation Committee; and WHEREAS said proposed Implementation Plan currently under review shows an interchange on Route 7 at White Gate Road and a connection to Children's Center Road within the Town of Leesburg; and WHEREAS such connection to Children's Center Road will create unplanned traffic impacts and will require costly improvements on the collector and local road system of the Town of Leesburg and is inconsistent with the Transportation Element oftheTown Plan; and WHEREAS such connection may require Annexation Area Development Policy Committee approval; and WHEREAS, the Leesburg Town Council adopted Resolution #99-255 on August 10, 1999 stating opposition to the proposed connection to Children's Center Road; and WHEREAS, Altemafive 2 has not yet been thoroughly evaluated to determine whether there is an essential need for connection to Children's Center Road; and A RESOLUTION: -2- COMMENTING ON THE CHILDREN'S CENTER ROAD CONNECTION RELATED TO THE ROUTE 7 LIMITED ACCESS PLAN WHEREAS, the Planning and Zoning Committee of the Town Council at their meeting of September 21, 1999 requested that a resolution be prepared and sent to Loudoun County stating a stronger Town position with regard to the proposed Alternative 2. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The Town of Leesburg supports an interchange at White Gate Road and Rt. 7 in conformance with VDOT Standards. SECTION II. The town favors adding a connection to Dry Mill Road as a secondary means of access in place of the connection to Children's Center Road. SECTION III. The Town of Leesburg strongly objects to the component of Alternative 2 which connects to Children's Center Road or which adversely impacts the road network of the town in any manner.
