A RESOLUTION: AWARD OF A CONTRACT FOR ENGINEERING AND DESIGN OF
THE SOUTH KING STREET WIDENING PROJECT
WHEREAS, the FY00 Capital Improvement Program includes a project for widening
South King Street (U.S. Route 15) from two to four lanes divided, from Evergreen Mills Road to
the South Corporate Limits, a distance of approximately 1.2 miles; and
WHEREAS, funding for this project is from federal and state sources, which are
administered by the Virginia Department of Transportation (VDOT) Urban Programs Division,
as part of the VDOT 6 Year Plan; and
WHEREAS, in response to a Request for Proposals for engineering and design of the
project, the town received proposals from four engineering firms; and
WHEREAS, proposals were evaluated by a selection committee in accordance with the
requirements of the town Purchasing Policy; and
WHEREAS, Paciulli Simmons & Associates, Ltd, was judged best by the selection
committee to perform the work; and
WHEREAS, fee negotiations with Paciulli simmons & Associates, Ltd. were concluded
upon completion of a review by the Urban Programs Engineer of VDOT of the fee proposal and
scope of work submitted by the consultant; and
WHEREAS, the cost for the work has been established at $378,697, including an
allowance of 5% for contingencies; and

WHEREAS, the Contracts Administrator and the Director of Engineering and Public
Works recommend award of the South King Street Widening (Rt. 15) Design Contract to Paciulli
Simmons & Associates, Ltd.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
The Town Manager is authorized to execute a contract with Paciulli Simmons &
Associates, Ltd. in the amount of $378,697 for the engineering and design of the South King
Street Widening project.
