JUNE 17 2014
The City Council of Medina, Minnesota met in special session on June 17, 2014 at 6:00
p.m. at the Medina City Hall, 2052' County Road 24, Medina, MN.
I. Call to Order
Members present: Weir, Martin, Martinson, Pederson, Anderson
Members absent:
Also present: Chief Jeff Ruchti, Firefighter Mario Fabrizio, City Administrator
Scott Johnson, City Planner Dusty Finke, Public Works Director Steve Scherer, Finance
Director Joe Rigdon, Assistant Finance Director Erin Barnhart, and Public Safety
Director Ed Belland.
II. 2015 Hamel Fire Budget Discussion
Hamel Firefighter Mario Fabrizio presented the information on the proposed 2015 Hamel
Fire Department budget. City Council Members asked questions regarding, biennial
physicals, fuel increases, payroll expense, radio administrative costs, pagers, department
fundraising, and increased calls. City Council Members discussed the proposed 15%
increase. Council Members are accepting of the proposed increases and assured Chief
Ruchti that 15% is not a sustainable increase.
III. 2015 City Budget Discussion
Staff provided the City Council with the proposed city budget for 2015. The proposed
budget includes a 3% levy increase with total levies increasing 2.2%. The increase
includes changing a part-time Public Works position to full-time and restructuring the
Finance Department. The proposed City Tax Rate is proposed at 24.018% for 2015. This
is a 5.8% decrease from the 2014 25.501 % tax rate. Council directed staff to move
forward with the proposed budget.
Council also discussed connection fees for high density residential development. City
Planner Dusty Finke provided the City Council with background information on the
topic. City Council members requested further information on the reduction in
households and infrastructure. This item will be brought back for further discussion in
the future.
