AUTHORIZING THE MAYOR TO ENTER INTO AN ADDENDUM
TO THE MEMORANDUM OF UNDERSTANDING WITH THE
NORTHERN VIRGINIA REGIONAL PARK AUTHORITY
REGARDING THE ACQUISITION OF THE WALDE PROPERTY AT
BALL'S BLUFF
WHEREAS, the Leesburg Town Council desires to acquire 141 acres of land known as
the Walde property in order to expand the existing Ball's Bluff Regional Park; and
WHEREAS, this project is included in the Town budget for fiscal year 2000 and Capital
Improvement Program 2000-2004; and
WHEREAS, the Northern Virginia Regional Park Authority is working cooperatively in
this project with the Town of Leesburg; and
WHEREAS, the April 1999 Memorandum of Understanding memorializes the Town's
and the Northern Virginia Regional Park Authority's joint interest and participation in this
important regional recreation and preservation project; and
WHEREAS, negotiations to acquire the property have been unsuccessful; and
WHEREAS, the Northern Virginia Regional Park Authority is willing to pursue
condemnation proceedings in an effort to obtain the Walde property at Ball's Bluff; and
WHEREAS, an Addendum to the April 1999 Memorandum of Understanding has been
approved by the Northern Virginia Regional Park Authority and the Deputy Town Attorney for
the Town of Leesburg; and
WHEREAS, the Director of Parks and Recreation for the Town of Leesburg recommends
approval of the Addendum to the April 1999 Memorandum of Understanding; and

MEMORANDUM OF UNDERSTANDING FOF BALL'S BLUFF
WHEREAS, the Administration and Public Works Committee of the Leesburg Town
Council has recommended approval of the Addendum to the April 1999 Memorandum of
Understanding.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
That the Mayor is hereby authorized to execute an Addendum to the April 1999
Memorandum of Understanding with the Northern Virginia Regional Park Authority in order to
authorize condemnation proceedings by the Northern Virginia Regional Park Authority in an
effort to obtain the Walde property at Ball's Bluff.
