REQUESTING THE COMMONWEALTH TRANSPORTATION
BOARD TO ESTABLISH AN ENHANCEMENT PROJECT FOR THE
SOUTH HARRISON STREET TRAIL
WHEREAS, in accordance with the Commonwealth Transportation Board construction
allocation procedures, it is necessary that a request by resolution be submitted in order that the
Virginia Department of Transportation establish an enhancement project in the Town of
Leesburg; and
WHEREAS, the South Harrison Street Trail project will provide safe access for citizens,
· pedestrians, and cyclists traveling along South Harrison Street; and
WHEREAS, the South Harrison Street Trail project represents an excellent opportunity
for a transportation related enhancement grant; and
WHEREAS, the total costs of the South Harrison Street Trail is estimated at $100,000;
and
WHEREAS, the federal/state match is eighty percent or $80,000, and the local/town
match is twenty percent or $20,000; and
WHEREAS, the Director of Parks and Recreation recommends the establishment of a
TEA-21 project for the South Harrison Street Trail; and
WHEREAS, the Leesburg Parks and Recreation Advisory Commission endorses the
establishment of a TEA-21 project for the South Harrison Street Trail; and
WHEREAS, the Town Council Finance Committee recommends approval of the South
Harrison Street Trail project for submission as a TEA-21 grant; and

REQUESTING THE COMMONWEALTH TRANSPORTATION
BOARD TO ESTABLISH AN ENHANCEMENT PROJECT FOR THE
SOUTH HARRISON STREET TRAIL
WHEREAS, the Town of Leesburg requests the Commonwealth Transportation Board to
establish a project for the acquisition of an easement and for construction of the South Harrison
Street Trail.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows.
SECTION I. The Town of Leesburg authorizes the establishment of a TEA-21 grant for
the South Harrison Street Trail for submission to the Commonwealth Transportation Board.
SECTION II. The Town of Leesburg hereby agrees to pay twenty percent of the total
costs for acquisition of this project.
SECTION III. The Town of Leesburg hereby agrees to reimburse the Virginia
Department of Transportation, if cancellation of the project occurs, for the total amount of costs
expended by the department through the date the department is notified of such cancellation.
