HomeMy Public PortalAboutResolution 2019-40, Declaring Retired Riverdale Volunteer Fire Department Portable Breathing Apparatus (SCBA) Surplus Equipment Contributing Them To Morley, Iowa Volunteer Fire Department RESOLUTION NO. 2019-40 RESOLUTION DECLARING RETIRED RIVERDALE VOLUNTEER FIRE DEPARTMENT PORTABLE BREATHING APPARATUS (SCBA)AS SURPLUS EQUIPMENT AND CONTRIBUTING THEM TO THE MORLEY, IOWA VOLUNTEER FIRE DEPARTMENT WHEREAS, the City Council of the City of Riverdale("City") may dispose of equipment it deems to be surplus by auction, listed sale or donation to other units of government or not-for-profit entities; and, WHEREAS, the City Council, on recommendation of its Fire Chief, did authorize the replacement of the portable breathing apparatus units (-SCBA") of its Fire Department due to their age, diminished serviceability and being at or near their accepted service life; and, WHEREAS, the Morley, Iowa Volunteer Fire Department("Morley VFD") serves a largely rural area in southwestern Jones County, Morley having a population of 115 people with a relatively low taxable valuation; and, WHEREAS, Morley VFD has SCBA units that are out-of-date, no longer certifiable, and of severely diminished useability, and Morley VFD Chief Dan Van Fossen did request contributions of salvageable units from other fire departments in the region; and, WHEREAS, the Riverdale Fire Chief does recommend the donation of the out-of-service units given that the units' certifications expired in 2018, have no more than scrap value, and that there is benefit to the Morley VFD in that the Riverdale units are in better condition than those in Morley VFD's possession. NOW.THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, SCOTT COUNTY, IN THE STATE OF IOWA: Section 1. That the City Council declares that the remaining SCBA units taken out of service are deemed to be surplus and have little to no saleable value other than scrap, and that the liability of attempting to sell for active use exceeds any benefit accrued in a sale. Section 2. That based upon the request by Morley VFD Chief Dan Van Fossen, who noted the extreme need for any serviceable SCBA unit for their firefighters, Riverdale Fire Chief Bruns recommends offering the remaining SCBA units be offered to the Morley VFD in an as-is, where-is condition to Morley VFD. Section 3. That with approval of Council, the nine SCBA units taken out of service by the Fire Chief may be donated to the Morley Volunteer Fire Department, 401 Main Street, Morley, Iowa, Fire Chief Dan Van Fossen, with the understanding and knowledge that they are out of certification and provided as-is, where-is without any assurance or warrantee of certifiability or use-ability.
