A RESOLUTION: PRESENTED November 9, 1999 99-365 ADOPTED November 9, 1999 ENDORSEMENT OF THE PROPOSED NORTHERN VIRGINIA 2020 TRANSPORTATION PLAN WITH REQUESTED AMENDMENTS WHEREAS, the Virginia General Assembly passed Senate Joint Resolution 434 which requested the TCC to identify certain transportation projects in Northern Virginia and recommend funding strategies; and WHEREAS, the Transportation Coordinating Council (TCC) has developed the Northern Virginia 2020 Transportation Plan and has asked all jurisdictions in Northern Virginia to endorse the Plan; and WHEREAS, the Director of Engineering and Public Works recommends endorsement of those provisions related to projects in or directly surrounding the Town of Leesburg within the proposed Northern Virginia 2020 Transportation Plan with the proposed amendments. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The Town Council hereby endorses .the Northern Virginia 2020 Transportation Plan, with the following necessary amendments: 1. The Town of Leesburg adamantly opposes any alignment for the Western Transportation Corridor (WTC) that terminates at Route 7. The Town of Leesburg further opposes any design of the WTC other then a limited access divided highway. 2. The Town of Leesburg recommends the WTC be east of Goose Creek since a great deal of residential development has already taken place along the power line route between Route 7 and the Potomac River. 3. If the Virginia Department of Transportation continues to consider an alignment for the WTC along the power line route within the Leesburg Urban Growth Area, the following must be addressed as part of the Environmental Impact Study: A RESOLUTION: -2- ENDORSEMENT OF THE PROPOSED NORTHERN VIRGINIA 2020 TRANSPORTATION PLAN WITH REQUESTED AMENDMENTS o ° ao The noise, visual and air quality impact of the highway on existing and future homes. b. Maintenance of local access to Route 7 from River Creek Parkway. Co Adverse impact on local roads which provide access to residential areas and to the Leesburg Water Treatment Plant. do Mitigation of all negative environmental impacts to the Leesburg Water Treatment Plant. The WTC funding should include right-of-way and design funding by 2010 and construction by 2020. Route 7 west of Leesburg should be widened to 6-lanes from West Market Street to Route 9 and appropriate interchanges and parallel roads constructed as part of the Limited Access Implementation Plan proposed by Loudoun County and both projects should not be built unless they are constructed concurrently. Time frame 2010. Include a flyover at Sycolin Road and Route 7/15 Bypass with the Leesburg Bypass Widening project. Time frame 2010. The construction of Battlefield Parkway from Sycolin Road to Route 7 should be coordinated with the widening of the Route 7/15 Bypass and construction of the flyover at Sycolin Road. Time frame 2010. Change the wording in the 2020 Plan from new heavy rail to new commuter rail. Heavy truck traffic should be restricted and closely regulated on Route 15 in Loudoun County and Leesburg and improvements to increase safety on Route 15 should be included in the plan.
