AWARDING A CONTRACT FOR ARCHITECTURAL DESIGN AND
ENGINEERING SERVICES FOR THE IDA LEE PARK RECREATION
CENTER EXPANSION PROJECT TO HUGHES GROUP ARCHITECTS BY
$97,770 FOR A TOTAL AMOUNT OF $469,023
WHEREAS, the town's Capital Improvements Program includes a project for the expansion of
the Ida Lee Park Recreation Center; and
WHEREAS, the Leesburg Town Council appropriated $500,000 in the Fiscal Year 2000 Budget
to secure architectural design and engineering services for the expansion of Ida Lee Park Recreation
Center; and
WHEREAS, Hughes Group Architects was awarded a contract for architectural design and
engineering services for the Ida Lee Park Recreation Center Expansion Project in the amount of
$371,253; and
WHEREAS, a financial feasibility study and needs assessment was conducted by the firm of
Brailsford and Dunlavey as authorized by Hughes Group Architects; and
WHEREAS, the feasibility study and needs assessment indicated overwhelming support and
need for an expansion effort at Ida Lee Park Recreation Center that was larger than originally
anticipated; and
WHEREAS, the Parks and Recreation Director recommends an amendment to the existing
contract with Hughes Group Architects by $97,770 for a total amount of $469,023; and
WHEREAS, the Leesburg Parks and Recreation Advisory Commission endorses an amendment
to the existing contract with Hughes Group Architects; and
WHEREAS, an increase in a contract of more than 25% requires Town Council approval per the
Town of Leesburg Procurement Policy; and

$97,770 FOR A TOTAL AMOUNT OF $469,023
WHEREAS, the Town Council Finance Committee has recommended approval of an
amendment to the contract for Hughes Group Architects by $97,770 in the total amount of $469,023 to
secure architectural design and engineering services for the Ida Lee Park Recreation Center Expansion
Project.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
The Town Manager is authorized and directed to execute, on behalf of the town, an amendment
to the existing contract with Hughes Group Architects by $97,770 in the total contract amount of
$469,023 to secure architectural and engineering services for the Ida Lee Park Recreation Center
Expansion Project.
