RESOLUTION NO. 99-354 ADOPTED November 23, 1999
A RESOLUTION: AWARDING A CONTRACT FOR ENGINEERING AND DESIGN OF
THE THREE STORM DRAINAGE CHANNEL IMPROVEMENTS
PROJECT TO MICHAEL BAKER JR., INC. IN THE AMOUNT OF
$97,792
WHEREAS, the FY00 Capital Improvement Program contains three projects for
improving (1) the existing channel of Town Branch between King and Monroe Streets, (2) the
existing channel of Town Branch at the east end of Mosby Drive and (3) the existing channel of
Tuscarora Creek at the Virginia Knolls and Brandon subdivisions to contain the 100 year flood,
as identified in the Storm Water Master Plan; and
WHEREAS, the three projects were combined into one solicitation and contract to
facilitate management of the projects; and
WHEREAS, in response to a public request for proposals for engineering and design of
the projects, the town received proposals from the following firms:
· Anderson & Associates, Inc.
· Michael Baker Jr., Inc.
· CTI Consultants, inc.
· Earth Tech
· GKY & Associates, Inc.
· Sverdmp Engineering, Inc.
WHEREAS, the proposals were evaluated by a selection committee in accordance with
the requirements of the town Purchasing Policy; and
WHEREAS, two firms, Michael Baker Jr., Inc. and Sverdmp Engineering, Inc. were
selected by the committee for interview; and

PROJECT TO MICHAEL BAKER JR., INC. IN THE AMOUNT OF
$97,792
WHEREAS, Michael Baker Jr., Inc. was ranked first by the selection committee to
perform the work; and
WHEREAS, the scope of work was developed and the fee for the work to be performed
was negotiated at $97,792 with Michael Baker Jr., Inc.; and
WHEREAS, sufficient funds are available for the engineering and design of the project;
and
WHEREAS, the Director of Engineering and Public Works, and the Contracts
Administrator recommend awarding a contract in the amount of $97,792 for engineering and
design of the Three Storm Drainage Improvements project to Michael Baker Jr., Inc.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
The Town Manager is authorized to execute a contract with Michael Baker Jr., Inc. in the
amount of $97,792 for engineering and design
Improvements Projects.
