RESOLUTION NO. 99-362 ADOPTED December 14, 1999
A RESOLUTION: AUTHORIZING AN AMENDMENT TO THE CONTRACT
BETWEEN THE TOWN OF LEESBURG AND THE ENGINEERS
AND SURVEYORS INSTITUTE
WHEREAS, in January of 1997 the town signed an agreement with the Engineers and
Surveyors Institute (ESI) creating a program for improving the Town of Leesburg plan review
and approval process; and
WHEREAS, the purpose of the ESI program is to achieve a reduction in the overall time
required to review and approve land development plans submitted to Leesburg as well aS
improve the quality of submissions and compliance with current ordinances and standards; and
WHEREAS, the ESI program includes Peer Review of Plans, Education Classes, and
Technical Issues Resolution; and
WHEREAS, the Leesburg ESI Program is nearing the end of its third year and the
agreement may be extended for one more year by the Town Manager; and
WHEREAS, the average number of plan submissions to obtain approval has been
reduced from between 4 and 5 to 3 since the beginning of the ESI Program; and
WHEREAS, ESI has requested an increase in the hourly rate per man-hour paid to ESI
per the agreement from $85.00 per hour to $95.00 per hour; and
WHEREAS, the increase is 12 percent above the hourly rate set three years ago; and
WHEREAS, the increase in the total amount paid to ESI for the remainder of FY2000
will be $2,940 or less; and

AND SURVEYORS INSTITUTE
WHEREAS, the ESI Leesburg program has improved communications between town
staff and the engineering and surveying community; and
WHEREAS, sufficient funds are available in the FY2000 Budget to cover the increase;
and
WHEREAS, the Director of Engineering and Public Works recommends approval of the
increase of the hourly rate.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
The Town Manager is authorized to sign an amendment in a form approved by the
Deputy Town Attorney increasing the hourly rate paid to ESI from $85.00/hour to $95.00/hour.
