AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND.
WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I, of
Public Law 95-512 was approved October 20, 1972.
WHEREAS, Section 51.40 of Part 51, Chapter I, Subtitle B, Title B, Title 31 of
the Code of Federal Regulations provides as follows:
A recipient Government which receives entitlement funds under the Act shall:
(c) Provide for the expenditures of entitlement funds in
accordance with the laws and procedures applicable
to the expenditures of its own revenues;
WHEREAS, persuant to the said State and Local Fiscal Assistance Act, the
proper legal officers of the City of Richmond, Indiana, have established
a trust fiord known as the Federal Revenue Sharing Trust Fund.
WHEREAS, it has been determined that it is now necessary to appropriate more
money than was appropriated in the annual budget;
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation, the following
additional sums of money are hereby appropriated and ordered set apart out
of the Federal Revenue Sharing Trust Find for certain ordinary and/or
necessary maintenance and operating and certain ordinary and/or necessary
capital expenditures, said stun being subject to all laws governing the sane.

These fiords are to be appropriated for the following project:
Fire Department - 2510-Repair of Buildings and Structures
(Gas furnace conversion, Co. 6)
SECTION 2. This Ordinance shall be in full force and effect from and after
its passage and approval by the Mayor and is subject to the laws of the State
of Indiana governing emergency appropriations.

The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Municipal Building of said City April 20, 1981
at the hour of 7•30 n.m.
Councilman Mills presided with the following members present:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of APri-1 8 and April 15
Said notices stated that a public hearing would be held on the 20th day of
April 1981 , by the Common Council to consider additional appropria-
tions as provided for in Ordinance No. 26-1981 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were examined
and found to be correct and in order. Councilman Welch moved the
proof of publication and posting of notices be received and ordered filed,
seconded by Councilman Hankinson , and on voice vote the motion was
carried.
