A RESOLUTION: PRESENTED 99- 370 ADOPTED ADOPTING A 2000 LEGISLATIVE PROGRAM December 14, 1999 December 14, 1999 WHEREAS, the Mayor and Council have identified legislative items they would like to be addressed by the 2000 General Assembly. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: The Town Council supports the legislative policies for the Town of Leesburg as follows: A. Meals Tax - Favor the reconsideration of the provisions of HB 1601 and delete the provision that the local meals tax must be administered according to the definition of "food" in the Food Stamp Act, which will eliminate meals taxes on certain cold foods effective July 1, 2000. B. Personal Property Tax - Support the full reimbursement of local governments' ongoing "no car tax" administrative costs· C. Transportation Funds - Support the appropriation of additional highway funds to expedite scheduled improvements to the Sycolin Road/Route 7/15 Bypass in the Virginia Department of Transportation's Six-Year Plan. D. Land Conservation - Support a dedicated funding source for land conservation in the Commonwealth per Resolution No. 99-361 adopted November 23, 1999. PASSED this 14th day of December , 1999. ATTEST: Clerk of Council r:20001eg · Clem, Mayor Town of Leesburg The Town of Leesburg, v rgm,m PRESENTED November 23, 1999 RESOLUTION NO. 99-361 ADOPTED November 23, 1999 A RESOLUTION: SUPPORTING A DEDICATED STATE FUNDING SOURCE FOR LAND CONSERVATION IN THE COMMONWEALTH OF VIRGINIA WHEREAS, the Commonwealth of Virginia's lands are rich in scenic, historic, natural, agricultural, forest and recreational resources; and WHEREAS, Virginia is rapidly losing these irreplaceable resources to competing land uses; and WHEREAS, the Town of Leesburg desires to protect its farm and forest resource base, its open space, its natural resources, including its drinking water supply watershed and natural habitats, and its historic sites; and WHEREAS, Leesburg has a deficiency of hundreds of acres of recreational open space and has lost many historic and architectural sites; and WHEREAS, conserving these resources is critical to Virginia's economy and the health and well being of her citizens; and WHEREAS, establishing a balance between the conservation of open space/natural resource lands and residential and/or commercial development is essential to Leesburg's quality of life and sound fiscal health; and WHEREAS, Virginia currently does not have a stable and adequate source of funds to secure the long term conservation and protection of these lands and resources; and WHEREAS, the General Assembly has established the Virginia Land Conservation Foundation with authority to expend funds for the conservation of farmland, historic sites, natural areas, parks, and open space; and -2- A RESOLUTION: SUPPORTING A DEDICATED STATE FUNDING SOURCE FOR LAND CONSERVATION IN THE COMMONWEALTH OF VIRGINIA WHEREAS, the Virginia Land Conservation Foundation is empowered to provide matching funds to localities to assist in the purchase of conservation easements and other land conservation needs; and WHEREAS, the Virginia Land Conservation Foundation is the appropriate mechanism for receiving and expending funds from a dedicated state funding source for land conservation. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the Town of Leesburg strongly supports the establishment of a dedicated state source of funding out of state surplus funds not dedicated to education and transportation to carry out the mission of the Virginia Land Conservation Foundation; and BE IT FURTHER RESOLVED that the Town of Leesburg hereby calls upon the Governor and the General Assembly to dedicate such a stable and adequate funding source beginning in the year 2000.
