WASTEWATER MANAGEMENT STEERING COMMITTEE
Minutes of January 10,2008
A meeting of the Wastewater Management Steering Committee was called to order at 9:00 a.m. in the
Skaket Meeting Room at the Orleans Town Hall. Members Present: Augusta McKissick(Board of
Health);Ann Hodgkinson(Board of Water Commissioners); Judith Bruce(Conservation Commission);
John Hinckley(Board of Selectmen);Robert Donath(Finance Committee);George Meservey(Planning
Director);Also Present: Wright-Pierce Representative: Michael Giggey and Heather Merriman.
Citizen's Advisory Committee members: John Hodgkinson; Carolyn Kennedy. Other attendees:
Mary Hartley.
APPROVAL OF EXECUTIVE SESSION MINUTES: November 15 2007
MOTION: On a motion by Judith Bruce, seconded by Ann Hodgkinson,the committee voted
to approve the Executive Session minutes of November 15,2007.
VOTE: 5-0-0 The motion passed unanimously.
APPROVAL OF EXECUTIVE SESSION MINUTES: November 29 2007
MOTION: On a motion by Sims McGrath, seconded by Ann Hodgkinson,the committee
voted to approve the Executive Session minutes of November 15,2007.
VOTE: 5-0-1 The motion passed by a majority. (John Hinckley abstained).
APPROVAL OF MINUTES: November 15 2007
MOTION: On a motion by Sims McGrath, seconded by Judith Bruce,the committee voted to
approve the minutes of November 15,2007.
VOTE: 5-0-0 The motion passed unanimously.

MOTION: On a motion by Ann Hodgkinson, seconded by Sims McGrath,the committee
voted to approve the minutes of November 29, 2007.

APPROVAL OF MINUTES: December 20 2007
MOTION: On a motion by Sims McGrath, seconded by Judith Bruce,the committee voted to
approve the amended minutes of December 20,2007.
VOTE: 5-0-0 The motion passed unanimously.
COMMITTEE REPORTS:
Board of Selectmen-Hinckley reported that the Comprehensive Wastewater Management Plan has been
scheduled for approval on the agenda for January 16,2008. Hinckley noted that the Board of
Selectmen wish to follow up with a discussion on the financial issues,such as costs and
transitions of administration. One member of the Board of Selectmen wants to review options for
administrative structures. McKusick agreed to revisit the issues with the Board of Selectmen.
Conservation Commission-Bruce reported on the following issues:
The Orleans Pond Coalition is preparing to hold the Ponds in Peril Workshop on January 24,
2008 from 9:00— 12:00 p.m. in Yarmouth.
The Pleasant Bay Alliance has submitted comments on the proposed treatment plant for the
Wequassett Inn.
MOTION: On a motion by Judith Bruce, seconded by Ann Hodgkinson,the
committee voted to send a letter to the Massachusetts Environmental Protection Agency
supporting the position of the Pleasant Bay Alliance regarding the Wequassett plant.
VOTE: 5-0-0 The motion passed unanimously.
Board of Water Commissioners-Hodgkinson reported on information gained from the way Maryland
towns charge fees such as sewer and flushing taxes,etc.
Board of Health-McKusick reported that the Board of Health has completed the public hearings
regarding the draft Nitrogen Regulations.
Planning Board-McGrath gave a report on a funding request for the Village Center Master Plan based
on the need to plan prior to sewering the town.
Finance Committee-Donath stated that the Finance Committee has started to review the funding plan
for wastewater management.
ALTERNATIVES SCREENING REPORT
There will be a presentation by Michael Giggey(Wright-Pierce)to the Board of Selectmen on January 16,
2008 consisting of an overview of the materials for the two public meetings on January 17,2008 on the
Alternatives Screening Report. Giggey will present slides and a question and answer period which is
intended as a preview of the fall presentation.

TRI TOWN LOADING TEST
Heather Merriman(Wright-Pierce)reported on the Tri-Town Loading Test,and the committee discussed
current activities under way on Phase 5.
The meeting adjourned at 10:30 a.m.
