A RESOLUTION: AUTHORIZING AWARD OF A CONTRACT TO L.A. MERRELL
CONSTRUCTION COMPANY, INC., IN THE AMOUNT OF $9,425,000 FOR
CONSTRUCTION OF THE BIOSOLIDS MANAGEMENT UPGRADE AT THE
WATER POLLUTION CONTROL FACILITY
WHEREAS, the FY00 Capital Improvements Program includes a project for design and
construction of Biosolids Management Upgrade at the Water Pollution Control Facility; and
WHEREAS, in response to a public solicitation for bids for construction of the project, the
following bids were received:
* L.A. Merrell Construction Co., Inc. $9,425,000.00
* Norair Engineering Corporation $10;060,000.00
* M.A. Bongiovanni, Inc. $10,192,500.00
and;
WHEREAS, the bids were reviewed by our consulting engineer, CH2M Hill, and found to be
responsive to the bid request and within anticipated estimates for construction; and
WHEREAS, sufficient funds are available to fund the project through a Virginia Department of
Environmental Quality grant and Virginia Wastewater Revolving Loan Fund loan; and
WHEREAS, the Director of Utilities recommends awarding a contract to L.A. Merrell Construction
Company, Inc. in the amount of $9,425,000.00 for construction of the BMU project.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
The town manager is hereby authorized to execute a contract with L.A. Merrell Construction
Company, Inc., in the amount of $9,425,000.00 for construction of the Biosolids Management Upgrade
project.
