AN ORDINANCE TO APPROPRIATE FROM THE CUMULATIVE CAPITAL IMPROVEMENT FUND
(CIGARETTE TAX).
W aEAS, certain extraordinary emergencies have developed since the adoption
of the existing annual budget so that it is now necessary to appropriate more money
for the various functions of the City Goverrunent than was appropriated in the
annual budget.
NOW THEREFORE BE IT ORDAINED BY THE CCMMON COUNCIL OF THE CITY OF RICHMOND,
INDIANA:
SECTION 1. That for the expenses of the City GovenmmPnt and its institutions
for the year ending December 31, 1981, the following amount of money is hereby
appropriated and set apart out of the fiord named and for the purpose specified.
Said sun being subject to the law governing the same. Such amount appropriated
shall be held to include all expenditures to be made during the year unless
expressly stipulated by law.
SECTION 2. That for the said fiscal period there is hereby appropriated from
the Cumulative Capital Improvement Fund (Cigarette Tax) the following specified
amount to meet the extraordinary emergency hereby declared to exist:

These fiords are to be appropriated for the following:
SWAC-Addition to present building - matching funds.
SECTION 3. This Ordinance shall be in full force and effect from and after its
passage and approval by the Mayor and is subject to the laws of the State of Indiana
governing emergency appropriations.
PASSED AND ADO by the Common Council of the City of Richmond, Indiana, this
day of 1981.

Notice is hereby given the taxpayers of the City of Richmond, Wayne County,
Indiana, that the proper legal officers of said Municipal Corporation at
their regular meeting place at 7:30 o'clock P.M., on the 18th day of
Ma 19 81 , will consider the fol owing additional

Taxpayers appearing at such meeting shall have a right to be heard thereon.
The additional appropriations as finally made will be referred to the State
Board of Tax Commissioners, which Board, upon receipt, will hold a further
hearing within fifteen days at the County Auditor's Office of said County,
or at such other place as may be designated. At such hearing taxpayers
objecting to any of such additional appropriations may be heard. Interested
taxpayers may inquire of the County Auditor when and where such hearing
will be held.

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Municipal Building of said City May 18, 1981, at the hour
of 7:30 p.m.
Councilman Mills presided with the following members present :
Messrs. Williams , Ahaus Hankinson ,
Welch Parker , Carter ,
Absent: Elstro , Paust
The following business was had to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of May 5 and May 12
Said notices stated that a public hearing would be held on the 18th day of May
1981 , by the Common Council to consider additional appropriations as
provided for in Ordinance No. 33-1981 , within the City of Richmond, Indiana.
The proof of publication and posting of notices were examined and found to be
correct and in order.
On May 18, 1981 the Clerk read on second reading Ordinance No. 33-1981 , and the
public hearing was held. The public was informed final passage would be on
June 1, 1981.
On June 1, 1981 Councilman Welch moved the proof of publication and posting
of notices be received and ordered filed, seconded by Councilman Paust and
on voice vote the motion was carried.
On June 1, 1981, Ordinance No. 33-1981 was placed on final passage or rejection
and on a call of the roll the following was recorded:
Ayes: Elstro Williams Ahaus Hankinson
Welch Parker Carter Paust
Mills Noes: None ,
Absent: 0 ,
The vote being 9 to 0 in favor of passage of Ordinance No. 33-1981.

There being no further business on motion duly made, seconded and passed, the
meeting was adjourned.
