RESOLUTION NO. 2000-14 ADOPTED January 26, 2000
A RESOLUTION: AUTHORIZING A COMPREHENSIVE STUDY OF THE URBAN
GROWTH AREA AND MAKING AN APPROPRIATION
WHEREAS, the Council recognizes that one of the most important unresolved issues
facing the town is the nature of development in the Urban Growth Area; and
WHEREAS, development continues to be piecemeal in various pans of the Urban
Growth Area with uses that may not be in the town's long-term interests; and
WHEREAS, the issue of utilities is complex and is influenced by the type of
development that is permitted in the county; and
WHEREAS, all or portions of the future of the Urban Growth Area is contemplated to be
annexed by the town, yet the county primarily controls the development; and
WHEREAS, the Urban Growth Area was discussed at the Council Worksession of
January 10, 2000, at which time the Town Manager recommended a study/analysis of the entire
Urban Growth Area so that Council can decide how best to proceed.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The Town Manager is hereby authorized to initiate a comprehensive
study of the Urban Growth Area to be completed by the appropriate consultant.
SECTION II. An appropriation in the amount of $50,000 is authorized from the
undesignated general fund balance to the Town Manager's contractual services account in order
to provide funding for this study.
