MINUTES City of Jefferson Code Review Steering Committee September 29, 2016 COMMITTEE MEMBERS PRESENT: COMMITTEE MEMBERS ABSENT: Kyle Kittrell,Chair Paulette Kreter Randy Allen,Vice Chair Jim Wisch Dan Klindt Jim Crabtree Larry Kolb Larry Brandhorst Jim Dove EX-OFFICIO MEMEBERS PRESENT: Public Present: Jason Turner,City of Jefferson none Larry Burkhardt, City of Jefferson 1. Call to Order Chair Kittrell called the meeting to order at 10:03 a.m. 2. Approval of previous meeting minutes from August 25,2016. The meeting minutes were approved. 3. Updates from the subcommittee chairs and vice chairs a. The Building and Energy Conservation code committee is reviewing Chapter 10. Chapter 9 was skipped to coordinate with the other committees for fire suppression systems. Chapter 11 will be started soon. The remaining chapters in the code should go faster since they mainly deal with materials. b. The Existing Building committee is through Chapter 14 and will start reviewing Chapters 15- 16 and start Appendix A-1. c. The Mechanical, Fuel Gas,and Energy code committee is making substantial progress. The committee has gone through the Mechanical code and Fuel Gas codes(except for chapter 1). The committee will skip a month to continue reviewing the Energy Conservation code. d. The Residential and Energy Conservation code committee is ready to start Chapter 11. The committee is moving through the chapters. e. The Fire and Property Maintenance code review is through Chapter 8. They are waiting for the special meeting to discuss Chapter 9. 4. Old Business—review list of proposed amendments to code The list was reviewed and no changes were noted. 5. Continue review of Chapter One of the Building Code starting at Section 107 IBC Sections 107 through 111 were reviewed. The committee voted to leave these sections as they were without amendments. Page 1 of 3 6. New Business • The committee will start their review at IBC Section 112 at the next meeting. • There was a discussion on the how the codes will be adopted. The process will be to vote the drafted ordinance out of the subcommittee to the Steering Committee. If necessary, if the ordinance is not accepted by the Steering Committee, it will go back to the subcommittee for review. Majority vote will govern. • The other new discussion was about the special joint meeting to discuss fire suppression systems. The tentative meeting date is from 12-2pm on October 27th The Chamber will sponsor the lunch and the City will host the meeting at the City Hall Annex in the lower level Multi-Purpose Room. 7. Page 3 of 3 MINUTES City of Jefferson Code Review Steering Committee October 27, 2016 SPECIAL MEETING TO DISCUSS FIRE SPRINKLER REQUIREMENTS COMMITTEE MEMBERS PRESENT: COMMITTEE MEMBERS ABSENT: SEE ATTACHED EX-OFFICIO MEMEBERS PRESENT: Public Present: SEE ATTACHED SEE ATTACHED 1. Call to Order Chair Kittrell called the meeting to order at 12:06 pm 2. Introductions The Steering Committee members were introduced,along with City Officials. 3. Brief overview of the meeting,which is to discuss building fire sprinkler requirements. Current city code was discussed and that various technical sub-committees are reviewing fire sprinklers. Final recommendations for fire sprinklers will be submitted by the technical subcommittees to the Steering Committee. This meeting was just to present the facts of what was included in the 2015 code version and to have brief discussions. 4. Residential Code and fire sprinklers The residential code was reviewed for fire sprinklers. After considerable discussion, including review of recent system installation by Habitat for Humanity,the Residential Technical Sub- Committee is recommending that fire sprinklers be amended out of the 2015 code version adoption. This only affects one and two family dwellings, including town homes. City Code will need to be amended by State Statute to offer fire sprinklers to new home buyers. 5. Building,Fire and Existing Building Code and fire sprinklers The building,fire and existing applicable code sections were reviewed for fire sprinklers. Discussion centered on residential unit construction. A final decision was not achieved and will be discussed further in technical subcommittees. 6. Public Comments The main public comments that were made are to have the Fire Department or committee members review more statistics as to how well fire sprinklers actually save lives and property. 7.
