A RESOLUTION:
SUBMITTING MID-YEAR BUDGET REQUESTS FOR THE TOWN
COUNCIL' S CONSIDERATION AND APPROVAL
WHEREAS, periodically budget needs surface during the fiscal year; and
WHEREAS, it is important to maintain fiscal discipline throughout the year but prudent to
consider unanticipated needs at mid-year; and
WHEREAS, the criteria established by the Town Manager for mid-year consideration are:
1. That the request would be the number one priority in the next regular fiscal year budget,
2. That the need is sufficient that it does not make sense to wait, or
3. That the request is submitted by a Council-appointed commission; and
WHEREAS, the following four requests have been submitted for consideration.
A. The Parks and Recreation Advisory Commission and the Parks and Recreation Director requested
$250,000 for the 621 park.
B. The Airport Commission and the Airport Director requested $78,746 for design of the final
terminal complex, and north corporate/T-Hangars, west-side runway safety area (RSA) and north
apron expansion.
C. The Assistant Town Manager for Economic Development requested $114,000 for a trolley.
D. The Personnel Director requested a personnel analyst (grade 8, no funds needed at this time); and
WHEREAS, the four mid-year budget requests were discussed at length at the January 24, 2000
Council Worksession; and
WHEREAS, the Town Council recommends approval of the mid-year budget requests for:
1. Design and engineering services for development of the Route 621 park site in the amount of
$250,000.
2. Design of the final terminal complex, and north corporate/T-Hangars, west-side runway safety
area (RSA) and north apron expansion in the amount of $78,746.
3. Approval of a Personnel Analyst; and
WHEREAS, the Town Manager recommends approval of the mid-year budget request for
the position of Personnel Analyst.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:

MID-YEAR BUDGET REQUESTS
The following mid-year budget requests are hereby approved:
Design and engineering services for development of the Route 621 park site in
the amount of $250,000.
Design of the final terminal complex, and north corporate/T-Hangars, west-side
runway safety area (RSA) and north apron expansion in the amount of $78,746.
Approval of a Personnel Analyst.
An appropriation is hereby authorized from the unappropriated general
