A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA,
AMENDING THE FISCAL YEAR 2021-22 BUDGET IN THE HUMAN RESOURCES AND
RISK MANAGEMENT DEPARTMENT
WHEREAS, the City Council adopted the City’s Fiscal Year (FY) 2021-22 budget on June 15,
2021, for the General Fund and Special Revenue Funds of the City via Resolution No.21-073; and
WHEREAS, the City entered into a 3-year agreement for contract services with Carl Warren &
Company to administer the third party liability claims against the City; and
WHEREAS, the agreement provides for claims up to 125 and the City typically received
approximately 70 claims in a year; and
WHEREAS, the City has received over 1800 claims for damages or injury arising from the
Dominguez Channel Odor Event; and
WHEREAS, the City has negotiated an amendment to the agreement for contract services
with Carl Warren & Company to administer claims arising from the Dominguez Channel Odor Event at
a reduced rate of $100,000 for up to 2500 claims and $50 per claim for each claim over 2500; and
WHEREAS, the City Council resolves to approve budget transfers to FY 2021-22 budget to fund
the Carl Warren & Company amendment to the agreement for contract services for handling
theDominguez Channel Odor Event claims; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, DOES HEREBY
RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. The following budget transfers will be made to the City’s budget:

SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall keep a copy of this
resolution attached to the FY 2021-22 budget on file, and effective as of January 4, 2022 the same shall be in
force and effect.
