RESOLUTION NO. 2000-4~t, ADOPTED February 23, 2000
A RESOLUTION: INITIATING AN AMENDMENT TO THE TRANSPORTATION ELEMENT OF
THE 1997 TOWN PLAN TO IDENTIFY A PORTION OF TRAILVIEW
BOULEVARD AS A THROUGH COLLECTOR
WHEREAS, text in the Transportation Element of the Town Plan defines Trailview
Boulevard as an arterial requiring 120' of right of way; and
WHEREAS, the Transportation Policy Map shows the portion of Trailview Boulevard
west of Battlefield Parkway as a through collector and the portion of Trailview Boulevard east of
Battlefield Parkway as an arterial; and
WHEREAS, this inconsistency must be corrected before a development plan is submitted
for any parcel that abuts Trailview Boulevard; and
WHEREAS, Planning, Zoning and Development staff and Engineering and Public Works
staff have verified that the Transportation Policy Map contains the correct information with
regard to the ultimate design of Trailview Boulevard; and
WHEREAS, text in the Transportation Element of the Town Plan needs to be revised to
define the portion of Trailview Boulevard west of Battlefield Parkway as a through collector; and
WHEREAS, Section 15.2-2229 of the Code of Virginia sets forth the procedure for said
amendments, including the requirement for the governing body of the Town to "direct the local
planning commission to prepare an amendment and submit it to public hearing within sixty days
after formal written request by the governing body"; and
WHEREAS, on February 7th, the Committee of the Whole of the Town Council
considered said request; and

WHEREAS, the Committee of the Whole agreed to forward said initiation for Town
Council action and that such initiation would be for the purpose of determining the
appropriateness of the proposed Town Plan amendment and that such initiation does not
constitute a Council endorsement.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. Staff is hereby authorized to process a Town Plan Amendment for
consideration by the Planning Commission and Town Council for their evaluation and
recommendation.
SECTION II. The Planning Commission is directed to review and provide a
recommendation to the Town Council concerning amendments to the Transportation Element of
the Town Plan with regard to the road classification of Trailview Boulevard in accordance with
the provisions of Section 15.2-2229 of the Code of Virginia.
SECTION III. This initiation is for the purpose of determining the appropriateness of the
proposed Town Plan amendment and that such initiation does not constitute a Council
endorsement.
