AWARDING A CONTRACT FOR THE CONSTRUCTION OF THE
IDA LEE PARK TENNIS COURT COMPLEX (PHASE I) TO R. L.
RIDER AND COMPANY, IN THE AMOUNT OF $351,880
WHEREAS, the Town of Leesburg's Capital Improvement Program includes a project
for construction of the Ida Lee Park Tennis Court Complex; and
WHEREAS, the Tennis Court Complex is part of the overall Phase II Development Plan
at Ida Lee Park; and
WHEREAS, bids were solicited and received under Section 8.1 Competitive Sealed
Bidding of Leesburg's Purchasing Policy for the construction of these facilities; and
WHEREAS, the summary of the bids received is as follows:

WHEREAS, the bids were evaluated pursuant to the bid documents and the town's
Purchasing Policy; and
WHEREAS, R. L. Rider and Company is the lowest bidder at $351,880 and has been
declared to be both responsible and responsive; and
WHEREAS, the Town Council, at its Work Session of February 22, 2000, recommended
approval of the contract to R. L. Rider and Company in the amount of $351,880; and
WHEREAS, the Director of Parks and Recreation recommends the award of contract to R. L.
Rider and Company in the amount of $351,880 to construct Ida Lee Park Tennis Court Complex.

CONTRACT AWARD -TENNIS COURT COMPLEX (PHASE I)
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
The Town Manager is hereby authorized to award a lump sum contract to R. L. Rider
Company for the contract amount of $351,880 for construction of the Ida Lee Park Tennis Court
Complex.
