CONCERN ABOUT DIFFERENCES BETWEEN WHAT IS SHOWN ON THE MONTHLY EXPENSE REPORT COMPARED TO WHAT IS SHOWN ON THE BUDGET REPORT. FOR INSTANCE: - WHY IS PAYROLL NOT SHOWN IN MONTHLY EXPENSE REPORT LIKE BUDGET REPORT IT DOES NOT SHOW ANYTHING USED IN MY HEALTH INSURANCE BUDGET YET I AM CLEARLY USING HEALTH INSURANCE PLAN AND $12600 WAS GIVEN TO MY BY KATHY AS MY SEPARATE PORTION OF HEALTH CARE COST, CURRENT BALANCE SHOULD STATE $7350 AND GENERAL HEALTH INSURANCE BALANCE SHOULD STATE $13,791.59 (68.95% TRAINING BUDGET SHOULD SHOW $1487.76 (CHECK #8946 $302.55 AND CHECK #8879 $340.20 AND $845.01 AMMO) SO GENERAL SHOULD BE REDUCED BY $1147.56. GAS SHOULD ALSO BE BROKEN APART MONTHLY FROM ZECH AND I BECAUSE BILLING ON CREDIT CARD SEPARATES US FOR BILLING PURPOSES DISCREPANCIES ON THIS MONTHS REPORTS - MONTHLY EXPENSE REPORT (POLICE - COUNTY/DISPATCH) SHOWS $2567.75 + $3939.75 = $6507.50 AND BUDGET REPORT SHOWS $5844.75 (-$662.75) - MONTHLY EXPENSE REPORT (POLICE - GENERAL) SHOWS $55.39 + $185.63 + $346.00 + $537.25 = $1124.27 AND BUDGET REPORT SHOWS $1241.19 +116.92) CITY COUNCIL WORK MEETING MAY 18, 2010 6:00 P.M. IONA COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council President Jane Shaw, Council member Dennis McArthur, Council member Dan Gubler, Council member Bruce Case, Public Works Supervisor Zech Prouse, Police Chief Shannon Basaraba, City Clerk Robyn Keyes. VISITORS: None. Budget. Mayor Andersen asked everyone to have budget requests prepared for next month's meeting. Supervisor Prouse said he would put specifications together for a new backhoe so the City could put the purchase out for bid. Mayor Andersen said the City could pay for one- half of the cost the first year and the second half of the cost the second year. Chief Basaraba asked about the possibility of creating a line item for saving for a new police vehicle. The Chief suggested putting any left over police budget into the savings for the purpose of buying a new vehicle. Council member Gubler asked if the mural would be on next year's budget. The Mayor said the City would pay $1,000 this year and the remainder next year. Council member McArthur said the Lion's Club would resurface the south shelter and build a storage room if the City would buy the material. Mayor Andersen asked the Council to consider new recreation equipment for the park. The Mayor suggested a disk golf course around the perimeter of the walking path, or new exercise equipment. Reports. Supervisor Prouse said the low bid for well house #3 was too low and the company backed out so the City accepted the next lowest bid from Vern Clark Construction. The Supervisor also said DEQ approved the construction of the Well. Chief Basaraba discussed the budget report and expense report. The Chief said he would like more explanation of how the two reports balance with each other. Clerk Keyes asked the Council members to let her know if they wanted to be registered for the AIC conference in June. Council President Shaw asked if the Historical Society was moving forward with a senior center. Council member Gubler said they were not, but they were actively looking for an alternative site for a center. 1 Mayor Andersen asked Council President Shaw to look into ordinances other cities may have regarding daycares. The Mayor said a new law would go into affect in July regarding daycare requirements. Clerk Keyes asked if the City wanted to continue to take care of the Ralph Steele property. The Council agreed to give the responsibility back to the Steele's since nothing was happening with the property. Council member Case said he talked with the Historical Society and the committee would like to know what the City's time frame was for involvement with the project. The Council agreed that once the museum was up in operation, the City could help maintain the museum, but the City was not in a position to take over the expense and construction of the museum. Council member Case said he made arrangements for the Friday night dinner for Iona Days which would be; Dutch oven chicken, potatoes, green salad, fresh fruit, apple spice cake, and drink for $9 adult and $7 children 3-12, under 3 is free. They are planning on 175 adults and 25 children and dinner will be served from 5:30 to 7:00 p.m. Entertainment will be from 5:30 to 7:30 p.m. and a movie will be shown in the park at sun set. Council member McArthur said he learned of a regional service day for the LDS church scheduled for September 11. The meeting will be held on May 18, 2010 at the hour of 6:00 p.m. at the Community Center located 3 548 Main Street, Iona.
