Nlatthew Shuman Town Engineer—Department of Public Works Town of Watertown 124 Orchard Street Watertown, NLA 02472 Re: 85 Walnut Street— Offsite Mitigation Dear Steve and Nlatthew: 10-85 Walnut Owner, LLC ("Owner") is pleased to submit the attached letter and associated exhibits confirming the following off-site mitigation measures in connection with the redevelopment of the Doble Engineering Building (the "Project") at 85 Walnut Street in Watertown, NLA,. These measures are in response to our meeting held on Tuesday,November 26, 2019. Street Infrastructure In an effort to calm vehicle speeds along Walnut Street and improve safety conditions for pedestrians,bicyclists and vehicular traffic,we are proposing the completion of improvements at the three locations listed hereafter. Conceptual plans of these improvements are attached as exhibits and will be refined in coordination with Town of Watertown staff departments. 1. lValnrrt Street at Lineolia Street In order to calm vehicle speeds and improve pedestrian conditions,a bump-out and crosswalk is proposed at the Walnut Street intersection with Lincoln Street. The reduced Walnut Street width is proposed to "calm" traffic and provides a shorter crossing distance for pedestrians. See attached Exhibit A. 2. Valnut Stivet at Project Park In order to calm vehicle speeds and improve pedestrian conditions at the Project's park amenity, a bump-out and crosswalk is proposed. In addition, a Rectangular Rapid Flashing Beacon is proposed to alert drivers of crossing pedestrians. See attached Exhibit B. Mr. Steve Magoon and Mr. Matthew Shuman December 3, 2019 Page 2 3. Wlalnut Street at Cypress Street In order to calm vehicle speeds and improve safety conditions at this location, geometric modifications are proposed to close-up the intersection and better define traffic flow. In addition, a crosswalk is proposed across Cypress Street. See attached Exhibit C. Stormwater Infrastructure The Project's stormwater management system includes measures for collecting, controlling, and treating stormwater runoff. The proposed drainage improvements significantly reduce stormwater runoff peak flow rates and volumes leaving the site, significantly increase groundwater recharge, and improve water quality of storm runoff. The proposed stormwater management system, which includes three subsurface infiltration systems ("SSI") and an at- grade (not grassed) planted rain garden, has been designed such that all stormwater runoff is retained on-site to the maximum extent practicable. The SSIs are designed to retain and infiltrate the entirety of the stormwater runoff from the 2-year, 24-hour storm. Peak rates of runoff discharged from the site will be reduced by 100%, 80%, 70%, and 59% for the 2-year, 10-year,25-year and 100-year storms,respectively,representing significant improvements over existing conditions. Upon receipt of a building permit to construct the Project, Owner will also make a contribution to the Town of Watertown in amount of$30,000 to supplement the stormwater improvements which are being made on site. Inflow & Infiltration Infrastructure Using the Title V Office Design Sewage Flow Rate ("Title V Rate") of 75 gallons per day ("GPD") per 1,000 square feet, the sewage production of the existing building (88,780 square feet) at 85 Walnut Street is 6,659 GPD. Using the Title V Rate, the projected sewage production of the Project is 16,013 GPD, an increase of 9,354 GPD. Per our discussion on Tuesday, November 26, 2019, upon receipt of a building permit to construct the Project, Owner will make a contribution to the Town of Watertown in the amount of$46,770 to assist with improvements to the municipal sewer system.
