AWARDING A CONTRACT FOR THE REVIEW OF ENGINEERING
CONSTRUCTION DRAWINGS TO POST, BUCKLEY, SCHUH AND
JERNIGAN, INC.
WHEREAS, The Town of Leesburg has maintained a high level of engineering plan
review service during the previous six (6) years through use of two outside consultant
engineering review services retained under two (2) separate engineering plan review contracts;
and
WHEREAS, one (1) contract with the firm of William H. Gordon Associates is current
and will mn to March 11, 2003; and
WHEREAS, the second contract with the firm of Post, Buckley, Schuh and Jemigan,
Inc., originally awarded on February 15, 1996, has expired; and
WHEREAS, the second plan review consultant is needed to review the plans prepared
and submitted to the town in accordance with the timelines set forth by the Town Council; and
WHEREAS, a request for engineering services proposals was advertised and responses
were received in January 2000 from Post Buckley, Schuh and Jemigan, Inc., The Engineering
Groupe, Inc., and Buchart Home, Inc.; and
WHEREAS, the selection committee evaluated the proposals and selected the firm of
Post, Buckley, Schuh and Jemigan, Inc., as the top ranked firm, and recommends award of the
plan review contract to Post, Buckley, Schuh and Jemigan, Inc.,

AWARDING A CONTRACT FOR THE REVIEW OF ENGINEERING
CONSTRUCTION DRAWINGS TO POST, BUCKLEY, SCHUH AND
JERNIGAN, INC.
WHEREAS, the Director of Engineering and public Works recommends award of the
Plan Review Contract to Post, Buckley, Schuh and Jemigan, Inc.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
The Town Manager is authorized to sign on behalf of the town a contract in a form
approved by the Town Attorney for the review of engineering plans and construction drawings
with Post, Buckley, Schuh and Jemigan, Inc.
