June 18, 2013
The City Council of Medina, Minnesota met in special session on June 18, 2013 at 6:04
p.m. in the City Hall Chambers. Mayor Weir presided.
I. ROLL CALL
Members present: Martin, Martinson, Anderson, Pederson and Weir.
Members absent:
Also present: Police Chief Ed Belland, City Planner Dusty Finke, Public Works
Director Steve Scherer, Finance Director Joe Rigdon, Assistant Finance Director Erin
Barnhart, and City Administrator Scott Johnson.
II. 2014 Budget
Finance Director Joe Rigdon provided the City Council with a brief overview of the draft
2014 budget. The 2014 Budget proposal included an overall 4.5% increase (5.5% overall
levy increase). 4.5% of the 5.5% increase is to pay for the second half of the bond
increase and the maintenance of the new Public Works/Police facility at 600 Clydesdale
Trail. The other 1 % increase will pay for a part-time Public Works employee, a Planning
Intern to help with the increased permits, increases in general costs, and a 2% cost of
living increase for employees. This equates to a tax capacity increase of 2.6%. The City
Council thought the budget proposal was financially prudent.
Staff will bring forward the proposed budgets for utilities and the Capital Improvement
Plan (CIP) to the July Work Session.
III. Development Impact Fees
City Attorney Ron Batty provided the City Council with background information on
development impact fees. The fees are collected by cities from developers to help pay for
improvements to collector roads.
City Planner Dusty Finke provided the example to the City Council of Hackamore Road.
He explained why he thought a patch work quilt approach, where developers improve the
collector road near their developments, would be the best approach for Hackamore. The
City Council agreed with staff on the approach to Hackamore, but requested more
information and discussion on a policy for Medina.
Staff will put together information on policies and bring this information to a future Work
Session for further discussion.
