RESOLUTION NO. ADOPTED March 28, 2000
A RESOLUTION: AUTHORIZING THE ISSUANCE OF A REQUEST FOR PROPOSALS AND
COMPETITIVE NEGOTIATION FOR THE PROCUREMENT OF PROPERTY
AND CASUALTY INSURANCE
WHEREAS, the Town's contract for property and casualty insurance expires on June 30, 2000; and
WHEREAS, in accordance with the Virginia Public Procurement Act, staff is required to
competitively solicit sealed bids for this service unless Council justifies in writing that competitive sealed
bidding either is not practicable or not fiscally advantageous to the public, in which case a request for
proposals and competitive negotiation may be used; and
WHEREAS, many insurance company policy forms have various differences in insuring
agreements, conditions and exclusions; and
WHEREAS, the sealed bidding procedure does not allow the latitude for staff to negotiate the
broadest form of coverage that may be available; and
WHEREAS, it is the recommendation of staff and the town' s insurance consultant and the
concurring opinion of Council that property and casualty insurance should be procured by way of request
for proposals and competitive negotiation because competitive bidding is not practicable and not fiscally
advantageous.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that a request for
proposals and competitive negotiation be used for the procurement of property and casualty insurance for
the contract period beginning July 1, 2000.
