A RESOLUTION: ENDORSING THE CHESAPEAKE 2000 AGREEMENT
WHEREAS, the Chesapeake Bay Program is a regional partnership of state governments of
Virginia, Maryland and Pennsylvania, the District of Columbia, the Chesapeake Bay Commission, the U.
S. Environmental Protection Agency representing the federal government and advisory groups representing
local governments, the scientific community and the citizens of the watershed; and
WHEREAS, this group has set in motion to further protect the Chesapeake Bay and its watershed
with its Chesapeake 2000 Agreement - Watershed Partnership; and
WHEREAS, the Town of Leesburg is located in the Potomac River watershed basin of the
Chesapeake Bay; and
WHEREAS, the Town's Environmental Advisory Commission, Tree Commission and Parks and
Recreation Advisory Commission have requested and recommended the Town's endorsement of this
agreement:
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
The attached resolution as proposed by the Environmental Advisory Commission, Tree
Commission and Parks and Recreation Advisory Commission to recognize the Chesapeake 2000
Agreement is endorsed.

RESOLUTION
Whereas, the Members of the Environmental Advisory Commission, the Tree Commission. and
the Parks and Recreation Advisor.,,' Commission have met and conferred, and
Whereas. the these three separate Commissions have varying interests in the promotion,
enjoyment and protection of the Town's natural resources, and
Whereas. the Town of Leesburg in located in the Potomac River watershed basin of the
Chesapeake Bay. and
Whereas. the Tuscarora Creek. along with the Town Branch and Dr)' Mill Branch, is the major
stream within the Town and a tributary of the Potomac River, and
Whereas. the Leesburg Town Plan of 1997 clearly declared the importance of the Tuscarora
Creek, and the town plan specifies the need to preserve water quality, stream corridors, wetlands,
watershed, flood plain, tree cover and open space, and
Whereas. the Chesapeake Bay' Program is a regional partnership of state governments of
Virginia, Maryland and Pennsylvania, the District of. Columbia, the Chesapeake Bay
Commission. the U.S. Environmental Protection Agency representing the federal government,
the advisory groups representing local governments, the scientific community, and the citizens of
the watershed, and
Whereas this group has set in motion to further protect the Chesapeake Bay and its watershed
with its Chesapeake 2000 Agreement - A Watershed Partnership. then
We the Environmental Advisory Commission, the Tree Commission, and the Parks and
Recreation Advisory Commission do hereby move,
That the Town of Leesburg should take immediate and substantive steps towards the
acknowledgement and the endorsement ~vith a signed recognition of the Chesapeake 2000
Agreement - A Watershed Partnership, and take the necessary steps to further recognize the
regional implications and the importance of the continued protection of the Town's natural
resources. ~.,
