A LICENSE AGREEMENT WITH PR
AND DEVELOPMENT COMPANY FOR
OPERATION AND MAINTENANCE OF WATER
LINES ON TOWN PROPERTY AT 204 LIBERTY STREET, S.W.
WHEREAS, PR Construction and Development has renovated and enlarged the building
at 107 & 109 Royal Street, S.W.; and
WHEREAS, Town owned property at 204 Liberty Street, S.W. is adjacent to the property
of PR Construction and Development at 107 and 109 Royal Street, S.W.; and
WHEREAS, PR Construction and Development has requested a License from the Town
to install, operate and maintain fire protection system water lines for use at 107 and 109 Royal
Street, S.W. on Town owned property at 204 Liberty Street, S.W.; and
WHEREAS, Loudoun County Fire Protection Regulations require an internal fire
protection and sprinkler system at 107 and 109 Royal Street, S.W.; and
WHEREAS, underground water supply piping for the required fire protection system
would need to be installed under the existing building since there is no space between the
building and the western property line; and
WHEREAS, the required underground fire protection water supply pipelines could be
installed on Town owned property at 204 Liberty Street, S.W. in a strip twenty-five (25) long by
five (5) feet wide; and

WHEREAS, a License issued by the Town to PR Construction and Development for use
of the 25' x 5' strip of town property for installation, operation and maintenance of fire
protection system piPing to serve 107 and 109 Royal Street, S.W. must be authorized by the
Town Council.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
The Town Manager is authorized to execute on behalf of the Town of Leesburg in a form
approved by the Town Attorney a License Agreement with PR Construction and Development
for the use of town owned property at 204 Liberty Street, S.W. for installation, operation and
maintenance of underground fire protection water supply piping for 107 and 109 Royal Street,
PASSED this 11th day of April 2000.
