Applicants are encouraged, but not required, to provide any additional relevant information regarding the project that was not covered elsewhere on this form or on any of the other materials submitted with the application, is residence was originally constructed in 1926 and designed by Marion Sims Wyeth. It was later added to in 1990. The additions proposed are to be inscale and proportion to the existing structure and will reflect in intent of the original style and architectural elements. The addition will contain a new one car garage and the former garage will be converted to a family room. Wyeth, c.1926 Adjacent Residences: Across Street to North -- one G.S. Bermuda home and several "other various style" homes; adjacent to the West is another British Colonial one -story residence owned by the Golf Club (ARPB #98 -5). Potential Issues Considered During Review: 1. Maintaining historical and architectural significance of the structure, which is listed in a Historic Site Survey conducted in 1990 for the Delray Beach Historical Society. 2. Attachment/ placement of the addition relative to the existing home. 3. Use of the Design Manual as a guideline for non - residentially -zoned property. Staff Recommendation: A motion to approve, based on a finding that the additions are consistent with applicable review standards, with the following conditions: 1. Health Department approval of the septic system shall be secured prior to issuance of a building permit. 2. Drainage Plans addressing the modified area of the site shall be submitted prior to building permit. 1 ARPB #98 -4, Continued Basis for Recommendation The GS Golf Club is proposing expansion of the two managers' residences located at the north end of the golf course, which is zoned OR, Outdoor Recreation. These homes for the manager and golf pro are considered accessory uses to the golf club facility. While the property is not located in a residential zoning district and is not subject to the Design Manual, Staff used the manual as a guideline during review of the proposed addition. The addition will match the existing home in style and materials and appears to be consistent with Section V.A.11 of the Design Manual which pertains to additions (this Manual excerpt is included in the support materials for ARPB #98 -3, also on this agenda). It should be noted that the original design presented at the pre - application meeting showed a flat roof for the entire addition, which was visually awkward. Since the Design Manual prohibits flat roofs, this guideline was used to request a redesign. The current, revised design proposal incorporates a hip roof which is preferred. The Town does not have a historic preservation ordinance and no properties in Town are listed on the National or State Registers. However, both of the manager houses are listed in a historic sites survey conducted for the Delray Beach Historical Society in 1990. The cottages were designed by Marion Sims Wyeth, c.1926. To obtain historic site review expertise, the Town Manager consulted with the Town of Palm Beach's Historic Preservation/ Planning Director during review of the plans. This input was particularly helpful given that Marion Sims Wyeth designed a number of residences in Palm Beach (including Mar -a- Lago). During this consultation, it was learned that: -The additions are appropriate in scale and style -The hierarchy of the original roof is maintained in that the new roof is lower than the existing roof height. -The simplicity of the design does not detract from the original structure. -The architect has generally created a good design for an addition to a structure of historic significance. -The pitch of the new roof should match the pitch of the existing roof, 5:12 (rather that the 6:12 shown on the previous plans). This has been changed to be consistent. ARPB ACTION: Approved, based on a finding that the additions are consistent with applicable review standards, with the following conditions: 1. Health Department approval of the septic system shall be secured prior to issuance of a building permit. 2. Drainage Plans addressing the modified area of the site shall be submitted prior to building permit. 3.
