I. Call to order
Bob Miller called to order the regular meeting of the Town of Brewster: Building
Needs & Assessment Committee at 7:30pm on September 12, 2007 in Brewster
Town Hall.
II. Roll call
The following persons were present: Bob Miller, Jeff Tubman, Herb
Montgomery, Rich Kosinski and Don Poole
III. Approval of minutes from last meeting
Bob Miller distributed the minutes from the last meeting. The minutes were
approved as written.
IV. Open issues
a) Council on Aging -Window replacement
- Charlie Sumner submitted a grant application to the Community Preservation
Committee (CPC) for the $160,000 cost of window replacement. The CPC
granted the town $100,000; the remaining $60,000 must be approved at town
meeting.
- Herb Montgomery brought up a new regulation which is may be going into
effect on 10/1/07? to require hurricane proof windows, this may factor into the
final cost of the windows.
b) Schools
Charlie Sumner, Bob Miller & Jeff Tubman met with the school Principals &
Maintenance Supervisor to clarify BNAC's role pertaining to the schools.
BNAC will act as a: Facilitator of Projects, as requested.
Herb Montgomery brought to our attention that the Charter School is running
ads in the paper for a building or land to build a building. This will be
proposed to Charlie Sumner.
Stony Brook School
o One of the two compressors related to heating, needs to be replaced,
ideally before the heating season begins. This is an original (31 years
old) component of the heating system, and will require a warrant at
town meeting for funds approval.
o Jeff mentioned that the heating system is designed to work as an
alternating compressor system. In the current format, an alternate
compressor is not available; therefore, the system is not operating as
designed. The surviving compressor is also an original component of
the heating system (31 years old).
o Gymnasium bleachers -under review: replace or motorize current
bleachers.
Eddy School
Outside trim
o Will all of the trim be replaced, or only what is necessary?
o Will a PVC type material be considered?
c) Water Department
BNAC is available, if requested.
d) Town Hall - HVAC
Jillian Douglass from the Alternative Energy Committee was present to
discuss the different options that are being considered and to review aspects of
the RISE engineering report. The system that generated the most discussion
was:
Geothermal system
Jillian mentioned that an insulator, perhaps Glycol, is used as an insulator
in the piping.
Jeff Tubman brought up a potential issue with a horizontal geothermal
system & the potential for puncture, and the upset to the town hall
grounds, regarding the thousands of feet of pipe that must be laid.
Rich Kosinski brought up a potential concern with a vertical geothermal
system, that at least the surface extremes of the vertical pipe may contain a
similar insulator (Glycol).
A Google search for the definition of Glycol returns:
1. A type of alcohol used in latex paint to help protect the paint when frozen and to
aid application.
2. Ethylene glycol: a sweet but poisonous syrupy liquid used as an antifreeze and
solvent.
3. Ethylene glycol (IUPAC name:ethane-1,2-diol) is a chemical compound widely
used as an automotive antifreeze (coolant). In its pure form, it is a odorless,
colorless, syrupy liquid with a sweet taste. Ethylene glycol is toxic, and its
accidental ingestion should be considered a medical emergency
e) Golf Cart Storage Facility -Solar Panels
This is not proceeding because of a lack of financial feasibility.
f) Golf Course Pavilion - HVAC
- Jeff Tubman raised questions regarding the thermal efficiency of the
pavilion.
- Who would be familiar with the construction details of the pavilion?
g) Drummer Boy Park -Bandstand
BNAC is to make a recommendation as to what maintenance may be
necessary. This will be the first maintenance since the bandstand was
completed.
V. New business
No new business was brought before the committee.
VI. Adjournment
Bob Miller adjourned the meeting at 8:SOpm.
