HomeMy Public PortalAbout2000_04_25_r086The Town of Leesburg, trglnla PRESENTED April 20, 2000 RESOLUTION NO. 2000-86 ADOPTED April ~, 2000 A RESOLUTION: AWARDING A CONTRACT FOR CONSTRUCTION OF THE SOUTH KING STREET IMPROVEMENTS PROJECT TO RUSTLER CONSTRUCTION, INC. IN THE AMOUNT OF $972,849.00 WHEREAS, the FY00 Capital Improvement Program includes a project for the construction of new curb and gutter, sidewalks, storm sewer pipes and inlets, water and sanitary sewer lines, and underground electrical conduits in South King Street from the W & OD Trail south to approximately Fairfax Street; and WHEREAS, in response to a public solicitation for bids for construction of the project, the town received bids from the following firms: · Rustler Construction, Inc. · R.L. Rider & Co. · Avon Corporation · Gull Corporation $ 972,849.00 $1,029,135.00 $1,084,000.00 $1,489,685.00 WHEREAS, the bids were evaluated by the Contracts Administrator in accordance with the town Purchasing Policy; and WHEREAS, Rustier Construction, Inc., was determined to be the lowest responsive and responsible bidder; and WHEREAS, a prior appropriation of $75,000.00 was made from the General Fund for this capital project; and WHEREAS, bond funds from the year 2000 bond sale were planned to fund the construction phase of this project and these bonds have not been sold; and A RESOLUTION: -2- AWARDING A CONTRACT FOR CONSTRUCTION OF THE SOUTH KING STREET IMPROVEMENTS PROJECT TO RUSTLER CONSTRUCTION, INC. IN THE AMOUNT OF $972,849.00 WHEREAS, the Director of Finance reports that sufficient 1996 and 1999 bond funds can be transferred from the Turner Harwood and Fort Evans Road Drainage Improvements projects since these projects are not scheduled for construction to start for over a year; and WHEREAS, the Utility Fund share of this project for replacing water and sanitary sewer lines is $242,029.00; and WHEREAS, a change of the pavement thickness and modification to the traffic control plan for the work zone have been discussed with Rustler Construction Company; and WHEREAS, change orders totaling a reduction in cost of $18,000.00 for pavement thickness changes and $20,000.00 for traffic control changes will be processed following award of the contract; and WHEREAS, the Director of Engineering and Public Works, and the Contracts Administrator recommend awarding a contract to Rustler Construction, Inc. in the amount of $972,849.00 for construction of the South King Street Improvements project. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The Town Manager is authorized to execute a contract with Rustler Construction, Inc. in the amount of $972,849.00 for construction of the South King Street Improvements. A RESOLUTION: -3- AWARDING A CONTRACT FOR CONSTRUCTION OF THE SOUTH KING STREET IMPROVEMENTS PROJECT TO RUSTLER CONSTRUCTION, INC. IN THE AMOUNT OF $972,849.00 SECTION II. The Director of Finance is authorized to transfer $687,820.00 from 1996 and 1999 Bond funds allocated to the Turner Harwood and Fort Evans Road Improvements Capital Projects to Budget Account 903-9314-700-725 to complete funding of the South King Street Improvements project.
