AN ORDINANCE CREATING URBAN DEVELOPMENT AREAS WITHIN THE VARIOUS CORPORATE
LIl41TS OF THE CITY OF RICHmOND, INDIANA.
WHEREAS, The Common Council of the City of Richmond recognizes the need
to stimulate industry and the general economic climate within
its various corporate limits; and,
WHEREAS, It would be in the best interest of the City to create employment
opportunities by designating Urban Development areas for tax
abatement purposes; and,
WHEREAS, Indiana law at I.C. 6-1.1-12.1-1 through 6-1.1-12.1-5, as amended,
provides for tax abatement for rehabilitation or redevelopment
of real property in urban development areas including a 5-year
property tax deduction for owners of new manufacturing equipment
in urban development areas.
NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond,
Indiana as follows:
SECTION 1. All areas within the various corporate limits of the City of
Richmond which are currently zoned M-1 (Light Industrial District)
or M-2 (General Industrial District) are hereby declared to be
Urban Development Areas.
SECTION 2. All areas zoned C-3 (Central Business District) are hereby de-
clared to be Urban Development Areas.
SECTION 3. All areas which may be rezoned in the future to M-1, M-2 or C-3
shall automatically be declared Urban Development zones on the
effective date of the rezoning.
SECTION 4. The owner or owners of property within the "Urban Development
Areas" may submit an application for tax abatement through the
proper channels upon receipt of a letter from the Richmond Planning
Director which certifies that the property is within a properly
zoned area.
SECTION 5. This Ordinance shall be in full force and effect from and after
its passage and approval as by law required.
PASSED AND ADOPTED by the Common Council of the City of Richmond, Indiana,
