AN ORDINANCE AMENDING CHAPTER 154 OF THE MUNICIPAL CODE, BEING ORDINANCE
NO. 2325-1968, COrMIONLY TMWN AS THE ZONING ORDINANCE OF THE CITY OF
RICHMOND, INDIANA ADOPTED JUNE 3, 1968, PROVIDING FOR THE REZONING OF
PROPERTY LOCATED AT 4200 NATIONAL ROAD WEST FROM M-2 GENERAL INDUSTRIAL
DISTRICT TO C-4 GENERAL BUSINESS DISTRICT.
WHEREAS, the Zoning Map which is part of Ordinance No. 2325-1968 desig-
nates and describes as M-2 General Industrial District, the
property located at 4200 National Road West; and,
WHEREAS, it is the intent and purpose hereof to change the zoning classi-
fication of property located at 4200 National Road West from
M-2 General Industrial District to C-4 General Business Dis-
trict; and,
WHEREAS, a study of this Ordinance was conducted by the Richmond City
Plan Connission the 25th day of August 1981, at which time
remonstrances were heard from all parties interested in or
affected by this Ordinance.
WHEREAS, the vote of the Richmond City Plan Camdssion was nine (9) to
zero (0) in favor of recommending the passage of Ordinance No.
57-1981.
NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Rich-
mond, Indiana as follows:
SECTION 1. That the zoning classification of the property described below
be, and the same is hereby changed to C-4 General Business Dis-
trict, and that said property be regulated in accordance with
the Zoning Ordinance of the City of Richmond, Indiana and all
amendments thereto.
The following described real estate situated in Wayne County,
State of Indiana, to -wit:
A part of the southeast quarter of Section twenty-one (21),
Township sixteen (16) north, Range fourteen (14) east.
Beginning at the intersection of the east line of said
quarter Section with the center line of the National Road
and running thence north, with said quarter section line
twelve and 64/100 (12.64) rods; thence westwardly, parallel
with the said National Road twelve and 64/100 (12.64) rods;
thence south parallel with the said east line of said quarter
section twelve and 64/100 (12.64) rods to the center of the
said National Road; thence eastwardly with the center of the
said National Road, twelve and 64/100 (12.64) rods to the
place of beginning, containing one (1) acres, more or less,
being the same real estate as conveyed to Mary C. Rohe and
Casper H. Rohe, husband and wife, by deed recorded November
2, 1922, in Deed Record 157, at page 265 of the records of
the Recorder of Wayne County, Indiana.
ALSO, a part of the southeast quarter of Section Twenty -One
(21), Township sixteen (16) north, Range Fourteen (14) east,
in Wayne County, State of Indiana, more particularly described
as follows: Beginning at a point in the east line of said
quarter Section tom -hundred eight and 56/100 (208.56) feet
north of the interesection of the east line of said quarter
section with the original center line of the National Road
(now U.S. Highway No. 40), said center line being nine (9)
feet north of the south edge of the existing thirty (30) feet
concrete pavement on said National Road; thence north on the

east line of said quarter section forty-three and 34/100
(43.34) feet; thence west at right angles from the east line
of said quarter section two hundred seven and 24/100 (207.24)
feet; thence south parallel to the east line of said quarter
section sixty-eight and 84/100 (68.84) feet to a point two
hundred eight and 56/100 (208.56) feet north of said original
center of the National Road, said center line being nine (9)
feet north of the south edge of the existing thirty (30)
feet concrete pavement on said National Road; thence north-
eastwardly parallel to the said original center line of said
National Road two hundred eight and 56/100 (208.56) feet,
more or less, to the place of beginning, containing 534/1000
(0.534) acres, more or less, subject to all legal highways.
SECTION 2. This Ordinance shall be in full force and effect from and after
its passage and approval as by law required.

Dear Mr. Mills, Members of Common Council & Mrs. Trimble:
The Richmond City Plan Commission conducted a public hearing
on Tuesday, August 25, 1981, on the petition of Harry M. and
Charlotte E. Amonett, owners; John Sayre, Agent, requesting
a rezoning from M-2 General Industrial District to C-4 Gen-
eral Business District on property located at 4200 National
Road West.
Nine (9) notices of public hearing were sent to adjoining
property owners with none returned. One (1) person spoke
in favor of the request at the public hearing.
The Plan Commission determined that the subject property is
located at the intersection of two (2) major traffic routes
and is surrounded on all sides by either commercial zoning
or commercial land useage. Furthermore, the requested re-
zoning would be compatible with surrounding land use and
would not be expected to harm neighboring property values.
Therefore, the Plan Commission voted nine (9) to zero (0)
to recommend the passage of Ordinance No. 57-1981.
