CONSIDERING A REQUEST FOR WAIVER OF PRO-RATA FEES
WHEREAS, a request for waiver of water system pro-rata fees in the amount of $462.00
was received from Monroe Technology Center for a residential construction project at 308 Ayrlee
Avenue, NW; and
WHEREAS, a Public Facilities Permit was issued for this property on September 17, 1992
to Mr. & Mrs. Hutchison indicating sewer and water connection and availability fees were prepaid
in August 1975 and August 1978; and
WHEREAS, the September 17, 1992 permit further stated "other applicable pro-ratas may
be due at the time of permit"; and
WHEREAS, the Western Pressure Zone Water System Improvements Pro-Rata, adopted by
Council, February 25, 1992, requires payment of a pro-rata facility charge for all new connections
to the Western Pressure Zone water system; and
WHEREAS, a Zoning Permit for residential construction was issued to Monroe Technology
Center on October 27, 1998 without the collection of appropriate pro-rata fees; and
WHEREAs, the Town Manager and Director of Utilities recommends denial of this fee
waiver request; and
WHEREAS, if it is the desire of Council to provide financial 'assistance for this project, a
grant from the town's General Fund may be considered.

THEREFORE, RESOLVED by the Council
follows: The Council of the Town of Leesburg hereby
CONSIDERING A REQUEST FOR WAIVER OF PRO-RATA FEES
of the Town of Leesburg in Virginia as
approve8 the request by
Monroe Technology for waiver of Western Pressure Zone Water System Improvements Pro-Rata
fees in the amount of $462.00.

If approved, funds are hereby appropriated from the General Fund
