AWARD OF A CONTRACT FOR ENGINEERING AND DESIGN OF
THE WILSON-PERSHING NEIGHBORHOOD IMPROVEMENTS
PROJECT AND THE DRY MILL ROAD IMPROVEMENTS PROJECT
TO PACIULLI SIMMONS & ASSOCIATES, LTD. IN THE AMOUNT
OF $144,000.00
WHEREAS, the FY00 Capital Improvement Program includes projects for improving
Wilson and Pershing Avenues and Dry Mill Road; and
WHEREAS, in response to a Request for Proposals for engineering and design of the
project, the Town received proposals from the following engineering firms:
CTI Consultants, Inc.
· Herbert, Rowland & Grubic, Inc.
· Michael Baker Jr., Inc.
Paciulli Simmons & Associates, Ltd.
William H. Gordon & Associates, Inc.; and
WHEREAS, proposals were evaluated by a selection committee in accordance with the
requirements of the Town Purchasing Policy; and
WHEREAS, Paciulli Simmons & Associates, Ltd. was judged best by the selection
committee to perform the work; and
WHEREAS, fee negotiations with Paciulli Simmons & Associates, Ltd. were concluded
following agreement upon the scope of the work submitted by the consultant; and
WHEREAS, the cost for the work has been established at $90,000 for the Wilson-
Pershing Neighborhood Improvements project and at $54,000 for the Dry Mill Road
Improvements project, for a total of $144,000; and
WHEREAS, sufficient funds are available in the capital project accounts; and

TO PACIULLI SIMMONS & ASSOCIATES, LTD. IN THE AMOUNT
OF $144,000.00
WHEREAS, the Contracts Administrator and the Director of Engineering and Public
Works recommend award of a contract for the Wilson-Pershing Neighborhood Improvements
project and the Dry Mill Road Improvements project to Paciulli Simmons & Associates, Ltd.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
The Town Manager is authorized to execute a contract with Paciulli Simmons &
Associates, Ltd. in the amount of $144,000 for the engineering and design of the Wilson-
Pershing Neighborhood Improvements project and the Dry Mill Road Improvements project.
