City of Jefferson Code Review Steering Committee
September 29, 2016

1. Call to Order
Chair Kittrell called the meeting to order at 10:03 a.m.
2. Approval of previous meeting minutes from August 25,2016.
The meeting minutes were approved.
3. Updates from the subcommittee chairs and vice chairs
a. The Building and Energy Conservation code committee is reviewing Chapter 10. Chapter 9
was skipped to coordinate with the other committees for fire suppression systems. Chapter
11 will be started soon. The remaining chapters in the code should go faster since they
mainly deal with materials.
b. The Existing Building committee is through Chapter 14 and will start reviewing Chapters 15-
16 and start Appendix A-1.
c. The Mechanical, Fuel Gas,and Energy code committee is making substantial progress. The
committee has gone through the Mechanical code and Fuel Gas codes(except for chapter
1). The committee will skip a month to continue reviewing the Energy Conservation code.
d. The Residential and Energy Conservation code committee is ready to start Chapter 11. The
committee is moving through the chapters.
e. The Fire and Property Maintenance code review is through Chapter 8. They are waiting for
the special meeting to discuss Chapter 9.
4. Old Business—review list of proposed amendments to code
The list was reviewed and no changes were noted.
5. Continue review of Chapter One of the Building Code starting at Section 107
IBC Sections 107 through 111 were reviewed. The committee voted to leave these sections as
they were without amendments.

6. New Business
• The committee will start their review at IBC Section 112 at the next meeting.
• There was a discussion on the how the codes will be adopted. The process will be to
vote the drafted ordinance out of the subcommittee to the Steering Committee. If
necessary, if the ordinance is not accepted by the Steering Committee, it will go back to
the subcommittee for review. Majority vote will govern.
• The other new discussion was about the special joint meeting to discuss fire suppression
systems. The tentative meeting date is from 12-2pm on October 27th. The Chamber will
sponsor the lunch and the City will host the meeting at the City Hall Annex in the lower
level Multi-Purpose Room.
7. Public Comments
No public comments were made.
8. Next Meeting Date? "'October 27th?
The next meeting date will be at 10 am on October 27,2016.
9. Adjourn
The meeting adjourned at 12:07 pm.

Possible amendments to Chapter One of the 2015 Building Code:
1. Section 105—revisit exempt work from permit.
2. Section 106—posting of structural design live load—delete section.
