A RESOLUTION: APPROVING AN EXTENSION OF THE CABLE TELEVISION
FRANCHISE TO SEPTEMBER 30, 2000, AND AUTHORIZING
PUBLIC NOTICE OF A PROPOSED NEW FRANCHISE AGREEMENT
WHEREAS, cable television service is regulated by the Town of Leesburg pursuant to
Chapter 5.1 of the Town Code; Ordinance 80-0-15 adopted October 4, 1980; the Franchise
Agreement authorized October 14, 1980, and prior amendments thereto; and
WHEREAS, the cable television franchisee and the Town have been engaged in the
franchise renewal process since 1998; and
WHEREAS, this process included a community needs assessment, consumer survey,
technical evaluation of the system, compliance review, and evaluation of a renewal proposal; and
WHEREAS, the Cable Television Advisory Commission on June 1, 2000, voted
unanimously to recommend to the Town Council a new proposed Franchise Agreement; and
WHEREAS, Section 15.2-2101 of the 1950 Code of Virginia, as amended, requires
public notice of a proposed franchise once a week for four successive weeks; and
WHEREAS, the current Franchise Agreement will expire June 30, 2000; and
WHEREAS, in order to accommodate the advertising requirements, the parties desire to
extend the current Franchise Agreement until September 30, 2000.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:

APPROVING AN EXTENSION OF THE CABLE TELEVISION
FRANCHISE TO SEPTEMBER 30, 2000, AND AUTHORIZING
PUBLIC NOTICE OF A PROPOSED NEW FRANCHISE AGREEMENT
SECTION 1. The Cable Television Franchise presently held by Adelphia
Communications Corporation is hereby extended by the Town to September 30, 2000.
SECTION 2. Except for the extension specified above, all terms and conditions set forth
in Chapter 5.1 of the Town Code; Ordinance 80-0-15 adopted October 14, 1980; the Franchise
Agreement authorized October 14, 1980, and amendments thereto, shall continue in full force
and effect.
SECTION 3. The Town Manager is authorized to publish public notice of the proposed
franchise once a week for four consecutive weeks in the Leesburg Today newspaper.
SECTION 4. This Resolution shall be in effect upon its passage.
