HomeMy Public PortalAbout2016-11-071 REGULAR COUNCIL MEETING, NOVEMBER 7, 2016 CALL TO ORDER The Regular Council Meeting of November 7, 2016, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The following Council Members were present for the roll call: Present: Branch, Costales, Graham, Hussey, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: Henry A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Mihalevich, seconded by Councilman Prather, to adopt the agenda as published. The motion was approved unanimously. MISCELLANEOUS AGENDA ITEMS a. Ms. Donna White made a brief presentation regarding the Alpha Kappa Alpha Sorority’s Miss Fashionetta Cotillion program, and introduced the following four students named as the Sorority’s 2016 debutantes:  Maelynn Cooper  Keziah Madison  Cheyanne Mornan  Destynie Sanders Mayor Tergin congratulated each of the recipients upon this achievement and wished them well on their educational careers. She read and presented a proclamation recognizing their accomplishments. 2 REGULAR COUNCIL MEETING, NOVEMBER 7, 2016 b. Ms. Nicole Reynolds gave a brief presentation regarding the issue of pancreatic cancer, and stated that awareness of the disease is important in the fight to save lives. Following her presentation, Mayor Tergin presented her and her guests with a copy of a proclamation naming November 17 as World Pancreatic Cancer Day in the City of Jefferson. c. Fire Chief Matt Schofield made a presentation about the recent “Stephen Siller Tunnels To Towers Run” event in which the Jefferson City Fire Department had participated, and announced that Jefferson City had been awarded the “Fastest Firehouse Award” trophy in that event. He presented the trophy to the Mayor for the City and accepted congratulations for this impressive achievement. Ms. Roxy VanPool, local race director, was also present explain m ore about the organization and the assistance it provides to ‘heroes’ wounded in the line of duty. Mayor Tergin thanked Chief Schofield and congratulated Jefferson City’s Fire Department for winning this award. PUBLIC HEARINGS There were no public hearings scheduled at this time. The motion was approved unanimously. 3 REGULAR COUNCIL MEETING, NOVEMBER 7, 2016 PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS There were no presentations made at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Mayor Tergin made the following announcements: 1. Thanked President Pro Tempore Mihalevich for assuming Mayoral duties during her recent two-week absence. 3. Shared briefly about her recent trip to China on behalf of the Board of Governors of Missouri State University. She stated she would be providing more details on her blog at mayortergin.blogspot.com. 3. Presented the ceremonial red ribbon recently cut at the McClung Park Playground to Mr. J. J. Gates, Parks & Recreation Department. She urged citizens who have not yet visited that park to do so. 4. Reminded citizens that Tuesday, November 8, is election day and encouraged everyone to exercise their right to vote. Mayor Tergin and Councilman Mark Schreiber announced the following upcoming Veterans Day events on November 11 in Jefferson City:  9:30 a.m. — Veterans Tribute at Freedom Corner, where East High and East McCarty merge.  11 a.m. — The Jefferson City Veterans Council's annual Veterans Day services in the Capitol Rotunda.  2 p.m. — Lincoln University would host a program in the Thomas D. Pawley Theatre in Martin Luther King Hall which would include a special tribute to the men of the 62nd and 65th Colored Infantries whose vision an d dream at the close of the Civil War launched Lincoln's education mission. The featured speaker at this event, Army Col. Christopher Fry Sr., is a 1987 LU and ROTC Graduate. The program would also feature a play depicting a member of the U.S. Colored Infantries on his journey from slave, to soldier, to one of the founders of Lincoln University. 4 REGULAR COUNCIL MEETING, NOVEMBER 7, 2016 Staff made announcements about the following upcoming events: 1. Planning & Protective Services Director Janice McMillan announced a ribbon - cutting ceremony in celebration of the 5th Anniversary of Ripple Glass in Jefferson City. The ceremony would occur at 4:00 P.M. on Thursday, December 8, at the Save-A-Lot Glass Bin at 1228 E. McCarty Street. Mayor Tergin then recognized Ms. McMillan at this time f or recently being named in the Jefferson City News Tribune as one of the “Sixteen in 16” career women honored for achievements and contributions to the community. She presented Ms. McMillan with a City Coin and congratulated her upon the accomplishment. 2. Public Works Director Matt Morasch announced an “open house” format meeting regarding federal flood insurance would be held, in conjunction with representatives from Federal Emergency Management Association (“FEMA”) and the State Emergency Management Association (“SEMA”), on Tuesday, November 22 from 11:00 A.M. – 1:00 P.M. at City Hall. Citizens may attend to ask questions of staff as well as of FEMA and SEMA regarding the federal flood insurance programs. 3. Councilman Costales announced a Ward 4 town hall meeting on Saturday, November 12, at 10:00 A.M. at 1315 Fairgrounds Road to discuss the issue of Storm water. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Lincoln University student liaison Jonathan Jackson was not present to provide an update. Mayor Tergin announced on his behalf that Saturday, November 12, would be the last home football game of the season for Lincoln University and encouraged Council Members to attend to show their support , and also announced that all “heroes” would receive discounted admission in honor of Veteran’s Day. There were no objections to the request for suspension of the rules. PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS Mr. George Hartsfield made a presentation on behalf of the Puri Group requesting that the Council adopt a resolution declaring Truman Hotel property as blighted per Chapter 99 RSMO through the Land Clearance for Redevelopment Authority (“LCRA”). Mayor Tergin thanked Mr. Hartsfield for his presentation. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY There were no comments made at this time. NEW BUSINESS There was no new business brought forward at this time. UNFINISHED BUSINESS Councilman Mihalevich asked for an update on the Capitol Avenue Blight Study. Janice McMillan answered his questions and provided the time frame by which certain actions would occur. Those include a Planning and Zoning Commission Special Meeting on November 17 to review the new Urban Renewal Plan. GO INTO CLOSED SESSION Mayor Tergin stated that, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, the Chair would entertain a motion to go into Closed Session to discuss the following: Legal Actions [Sec. 610.021.(1)] 9 REGULAR COUNCIL MEETING, NOVEMBER 7, 2016 A motion was made by Councilman Costales to go into Closed Session for the ab ove- stated purpose, seconded by Councilman Prather, and approved by the following roll - call vote at 7:01 P.M.
