REGULAR COUNCIL MEETING, NOVEMBER 21, 2016
CALL TO ORDER
The Regular Council Meeting of November 21, 2016, was convened at 6:00 P.M. by
Mayor Carrie Tergin.
ROLL CALL
The following Council Members were present for the roll call:
Present: Branch, Costales, Henry, Hussey, Mihalevich, Prather, Schreiber,
Ward, and Wiseman
Absent: Graham
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Costales, seconded by Councilwoman Ward, to
adopt the agenda as published. The motion was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
a. City Administrator Steve Crowell presented the November Outstanding
Employee Award to Police Department Administrative Assistant Kay Stuefer.
Following his presentation, Mayor Tergin congratulated Ms. Stuefer and thanked
her for her outstanding service to the City and presented her with a City Coin and
a token of appreciation from the City.
b. Ms. Melle Richardson, Project Coordinator with Council for Drug Free Youth,
gave a brief description of the “Drugs Destroy Your Dreams” vid eo contest
sponsored by their organization. She then introduced Ms. Lizzie Oxley, a student
from Calvary Lutheran School, winner of the contest. After the winning video was
shown, Mayor Tergin thanked and congratulated Ms. Oxley for this achievement.
c. Mayor Tergin announced that the two winners of the “Texting/Distracted Driving”
essay contest sponsored by the News Tribune were present at the meeting and
she invited each to come forward to read their winning essays.

o Ms. Grace Craighead, 8th Grade Student at Trinity Lutheran School
o Ms. Emilee Jones, senior at Blair Oaks High School
After the students read their essays, Mayor Tergin congratulated each upon the
achievement and thanked them for bringing awareness of this issue to public.
d. Mayor Tergin announced that she wished to present a “surprise” proclamation at
this time to News Tribune photographer Julie Smith. Following reading the
proclamation which honored Ms. Smith for her contribution to the community
through her photography career, Ms. Smith accepted the proclamation and
thanked the City for this honor.
e. Mayor Tergin read and presented a proclamation honoring “Zonta Violence
Against Women” to Ms. Peggy Jensen with the local Zonta organization. The
following Zonta members were also present from the high school “Z Club”
chapter and were introduced and recognized: Ms. Ramona Huckstep, Ms. Logan
Huckstep, and Ms. Savannah Huckstep.
PUBLIC HEARINGS
a. Preliminary PUD Plan Amendment for Property Addressed as 2005 Schotthill
Woods Drive.
A staff presentation was made by Senior Planner Eric Barron. Following his
presentation, he answered questions asked by the Council. At the conclusion of the
staff presentation, the following persons testified on the matter.
Developer:
Mr. Duane Schreimann presented on behalf of the developer Mike Goins, who was
present to answer any questions. Following his presentation, both Mr. Schreimann and
Mr. Goins answered questions asked by the Council.
In opposition:
Mr. Gary Heislen
Mr. Thomas Fennessey
No one came forward to speak in favor of the proposed PUD Plan Amendment.
At the conclusion of the public testimony, Mayor Tergin declared the evidentiary portion
of the public hearing concluded and stated that the Council would now take up the
associated pending bill.

2016-67 sponsored by Councilman Graham, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING A
PRELIMINARY PUD PLAN AMENDMENT FOR PROPERTY LOCATED AT 2005
SCHOTTHILL WOODS DRIVE DESCRIBED AS PART OF LOT 60 OF SCHOTTHILL
WOODS SECTION TWO, JEFFERSON CITY, COLE COUNTY, MISSOURI
Bill 2016-67 was read third time by title and placed on final passage. Following
discussion, Bill 2016-67 was then defeated by the following roll-call vote:
Aye: Henry, Hussey, Mihalevich, Schreiber, and Wiseman
Nay: Branch, Costales, Prather, and Ward,
b. Rezoning 2.85 Acres Addressed as 815 West Stad ium Boulevard from C-1 to
C-2.

presentation, he answered questions asked by the Council. At the conclusion of the
staff presentation, the following persons testified on the matter.

No one else came forward to speak either in opposition to, or favor of, the proposed
rezoning.
At the conclusion of the public testimony, Mayor Tergin declared the evidentiary portion
of the public hearing concluded and stated that the Council would now take up the
associated pending bill.
2016-68 sponsored by Councilman Graham, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING,
AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE
CITY OF JEFFERSON, BY REZONING 2.85 ACRES OF LAND ADDRESSED AS 815
WEST STADIUM BOULEVARD FROM C-1 NEIGHBORHOOD COMMERCIAL TO C-2
GENERAL COMMERCIAL.

Bill 2016-68 was read third time by title, placed on final passage , and passed by the
following roll-call vote as Ordinance 15587:
Aye: Branch, Costales, Henry, Hussey, Mihalevich, Prather, Schreiber, Ward,
and Wiseman
Nay: None
c. Preliminary PUD Plan for Property Addressed as 2220 Weathered Rock Road
A staff presentation was made by Senior Planner Eric Barron. Following his
presentation, he answered questions asked by the Council. At the conclusion of the
staff presentation, the following persons testified on the matter.
In favor:
Mr. Chris Hentges, owner of several of the subject properties
No one else came forward to speak in opposition to, or in favor of, the proposed
Preliminary PUD Plan.
At the conclusion of the public testimony, Mayor Tergin declared the evidentiary portion
of the public hearing concluded and stated that the Council would now take up the
associated pending bill.

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING A
PRELIMINARY PUD PLAN FOR PROPERTY LOCATED AT 2220 WEATHERED
ROCK ROAD, DESCRIBED AS PART OF TRACT B OF MILLBROOK SUBDIVISION,
JEFFERSON CITY, COLE COUNTY, MISSOURI.
Bill 2016-69 was read third time by title, placed on final passage , and passed by the
following roll-call vote as Ordinance 15588:
Aye: Branch, Costales, Henry, Hussey, Mihalevich, Prather, Schreiber, Ward,
and Wiseman
Nay: None
APPOINTMENTS BY THE MAYOR
There were no appointments brought before the Council at this time.

PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Mayor Tergin asked Fire Chief Schofield to make an announcement regarding the
importance of having carbon monoxide detectors and keeping them supplied with new
batteries.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Mayor Tergin made the following announcements:
1. Upcoming Annual Holiday events:
Mayor’s Christmas Tree Lighting, Thursday, December 1
Living Windows, Friday, December 2
Christmas Parade, Saturday, December 3
2. Samaritan Center Food Drive: Canned food can be dropped off at City Hall and
will be placed in the collection bin in the main floor break room.
3. Mayor Tergin and Councilman Hussey participat ed in the “Santa Parade” and
grand opening of the SSM Children’s indoor playground at the Capital Mall.
Staff made announcements about the following upcoming events:
1. Planning & Protective Services Director Janice McMillan announced a ribbon -
cutting ceremony in celebration of the 5th Anniversary of Ripple Glass in
Jefferson City. The ceremony would occur at 4:00 P.M. on Thursday, December
8, at the Save-A-Lot Glass Bin at 1228 E. McCarty Street.
2. Public Works Director Matt Morasch announced an “open hou se” format meeting
regarding federal flood insurance would be held, in conjunction with
representatives from Federal Emergency Management Association (“FEMA”) and
the State Emergency Management Association (“SEMA”), on Tuesday,
November 22 from 11:00 A.M. – 1:00 P.M. at City Hall. Citizens may attend to
ask questions of staff as well as of FEMA and SEMA regarding the federal flood
insurance programs.
3. City Administrator Steve Crowell announced a Council Work Session would be
held Monday, November 28, at 5:30 p.m. to hear the results and
recommendations from the Classification and Compensation consultant.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE

Lincoln University student liaison Jonathan Jackson was not present to provide an
update.

CONSENT AGENDA
The following items were brought before the Council for approval by Consent:

b. Accepting $150,000.00 Recreational Trails Program (RTP) Grant from U.S. Dept.
of Transportation Through MO Dept. of Natural Resources
c. Approving $82,708.27 Change Order #2 on 2016 Mill and Overlay Project
d. Approving Reimbursement of $519.93 Moving Expenses for City Counselor
e. Appointing Councilman Rick Mihalevich to Columbia Airport Advisory Board
A motion was made by Councilman Henry to approve the Consent Agenda as
presented, seconded by Councilman Costales, and approved unanimously.

Councilman Prather requested that the rules be suspended and Bill 2016-75 placed on

UNFINISHED BUSINESS
Councilman Mihalevich asked for an update on the Capitol Avenu e Blight Study. Janice
McMillan answered his questions and provided the time frame by which certain actions
would occur. Those include a Planning and Zoning Commission Special Meeting on
November 17 to review the new Urban Renewal Plan.

APPROVAL OF CLOSED SESSION MINUTES
A motion was made by Councilman Mihalevich to approve the November 7, 2016,
Closed Session Minutes, seconded by Councilman Costales, and approved
unanimously by the following roll-call vote:
Aye: Branch, Costales, Hussey, Mihalevich, Prather, Schreiber, Ward, and
Wiseman
Abstain: Henry
Nay: None
GO INTO CLOSED SESSION
Mayor Tergin stated that, pursuant to Sec. 610.021 of the Revised Statutes of Missouri,
the Chair would entertain a motion to go into Closed Session to discuss the following:
a. Legal Actions [Sec. 610.021.(1)]
b. Contract Negotiations [Sec. 610.021(12)]
A motion was made by Councilwoman Wiseman to go into Closed Session for the
above-stated purpose, seconded by Councilman Henry, and approved by the following
roll-call vote at 7:15 P.M.
